East Coast Regional Drugs and Alcohol Task Force: Invitation to Tender
TENDER FOR THE DEVELOPMENT AND PILOT DELIVERY OF A PROGRAMME OF FAMILY
SUPPORT INTERVENTIONS ACROSS THE EAST COAST REGION FOR THOSE AFFECTED
BY FAMILIAL DRUGS (INCLUDING ALCOHOL) USE

Family Support is one of a number of component of the East Coast
Regional Drugs and Alcohol Task Force (ECR DATF) current Strategic
Plan. The plan seeks to deliver a sustainable family support
intervention that is delivered region-wide and seeks to address adult
support along with ?hidden harms to children? arising from
familial substance misuse issues by their parents/guardians/carers.

THE ECR DATF IS SEEKING AN EXPERIENCED ACADEMIC/CONSULTANT/TEAM TO
CARRY OUT THE FOLLOWING FUNCTIONS:

* To become familiar with specific services for drug and alcohol
clients across the region, the Irish National Drugs Strategy and
any/all agreed frameworks for service delivery.
* To become familiar with relevant child protection and welfare
policies, services and legislation which also need to be considered
and adhered to.
* To assess and provide evidence of the needs of persons in this
region who have been impacted by familial/significant others drug
and/or alcohol use.
* To identify any and all current and planned provision for the
above in this region
* To identify the gaps in service provision from the above exercise
and recommend evidence-based solutions that would address same
* To conduct a literature review of the key approaches and
programmes on offer. Then pilot a number of best practice and
evidence-based programmes that would be suitable to be rolled out to
address these gaps and evaluate these for impact and outcomes
specifically.
* To provide a fully evidenced report on the above work.

This is to be accomplished by engagement with the current range of
services in the region and similar services nationally. A constructive
assessment of what is planned and also delivered by current services
based on a logic model or similar planning tool. Service engagement
and linkages will be important to progress a holistic approach to
rehabilitation and recovery for all.

An approach which looks at relevant national and international
services and programmes would be needed to identify the best approach
for this region and is of the highest evidence based standards in
care. Consideration of the resource implications and costing (short
and long term) of each model would need to be outlined and identified.

THE PROVIDER/SERVICE(S) IDENTIFIED AS MOST APPROPRIATE TO DELIVER
FAMILY SUPPORT SHOULD BE ABLE TO ADDRESS THE FOLLOWING:

* To conduct formal assessment, key working , case management and
care plan development supports to family members (across all ages) who
are impacted by familial/significant others problem drug and/or
alcohol use
* Build relationships and work formally with service providers and
local community stakeholders to support families (including children)
impacted by drug and/or alcohol use
* Identify potential gaps to support families in the East Coast and
problem solve in conjunction with other services
* Deliver evidence based interventions directly to these service
users in the most efficient way possible to maximise the benefits to
the family
* Record client information using paper and electronic systems,
especially the HRB Link System
* Build a rapport with these service users and advocate, where
appropriate
* Identify models of best practice in relation to family support
which may be developed in time in order to ?future proof? this
intervention
* Coordinate and deliver on the ECR family support strategy as a key
component of the full Strategic Plan.
* Support the ECR DATF to continue to respond to strategic
priorities for this region

THE POTENTIAL TENDERER/TEAM WOULD NEED TO ADDRESS THE FOLLOWING:

* A minimum of a third level qualification in direct family support
and/or a related field ? preferably in the Social Inclusion Services
field
* A minimum of 3 years frontline paid experience in a similar
setting
* Experience of interagency working and operating within Irish
national guidelines
* Knowledge of this field of work and the various national policies
and legislation that relate
* Access to databases of evidenced/peer reviewed materials ,
analysis and review of relevant papers
* Experience in the production of research and academic reports to a
high standard
* Ability to clearly present on the work to a stakeholder audience

THE TENDER REQUIRES THE RETURN OF THE FOLLOWING DATA:

* A report on how all the above components will be delivered
* A clear timeline on the delivery of the requirements with liaison
with ECR tender team at key intervals
* A short CV of the person(s) who will be delivering this and the
qualifications, experience, previous relevant publications, garda
vetting etc. of each.
* A full and final costing of the complete delivery of all
components required to include VAT and all charges. All costs must be
quoted in Euro (?) with VAT and VAT rates clearly outlined and full
and final costings clearly stated.
