TITLE OF PROJECT: LINKING THE IRISH ENVIRONMENT

BACKGROUND:

Northern Ireland Environment Link (NIEL) and the Irish Environmental
Network (IEN) has received funding from the Community Foundation for
Ireland to carry out a research project on post-Brexit all-island
cooperation on the environment. NIEL and the IEN are two membership
organisations for the environmental charity sectors in Northern
Ireland and the Republic of Ireland. NIEL has more than **Apply on the

The new reality of Brexit offers a number of challenges, and both
organisations recognise the need to develop our relationship, and
strengthen the north-south relations of our respective memberships.

The environment does not recognise borders; our rivers, habitats, and
species have no political affinities. Our most pressing environmental
concern ? climate change, air quality, biodiversity loss ? can
only be addressed on an all-island basis. There are a number of issues
which need to be tackled, particularly in the light of Brexit. These
include but are not limited to:

* Different environmental governance arrangements and the risk of
divergence,
* Few shared targets,
* Piecemeal official departmental cross-border cooperation,
* Risk to cross-border relationships from political instability,
* No all-Island Citizen engagement on environmental issues, and
* Limited cross-border interaction between our member NGOs,

PROJECT AIM:

The aim of this project is to research and develop a report which
examines how the environment sector, right across the island of
Ireland, can best come together to deal with the range of issues and
concerns that we are facing. This report is the essential first stage
in the development of a long-term programme for the delivery of
greater N/S ENGO cooperation and it will include recommendations for
the way forward. This research will build on previous joint work
between NIEL and IEN, including our report, ?Brexit, the Good
Friday/Belfast Agreement and the Environment: Issues arising and
possible solutions?. This new research project will also include
consideration of best practice on Cross-Border and EU/Non-EU linkages.

THE REPORT WILL:

* Briefly review the current environmental regulatory and governance
situation on the island (to cover the TCA, Protocol, Governance
committees of agreement, international agreements environmental
standards, enforcement and risk of divergence).
* Highlight best practice examples of cross-border environmental
cooperation/governance internationally and in particular between EU
member states and 3rd countries.
* Following on from the **Apply on the website** Hough report on the
GFA and all-island environmental cooperation, set out what mechanisms
can be used or developed by NIEL/IEN to advance citizens? engagement
in all-island environmental issues and make recommendations on the
matter

THEMES TO BE COVERED WILL INCLUDE:

COOPERATION/GOVERNANCE EU MEMBER STATES AND 3RD COUNTRIES AND
INTERNATIONALLY:_

* Shared environmental governance arrangements
* Review of shared environmental oversight, complaints and
enforcement arrangements
* A case study of practical cooperation between jurisdictions
* Models of citizen engagement across jurisdictions
* Practical cooperation between environmental NGOs including NGO
resourcing and support mechanisms

_2.__ __CITIZENS? AND NGO ENGAGEMENT IN IRELAND_

* Potential for cross border consultative forum

DELIVERY

The main output will be a detailed report. This report will provide a
review of the current environmental regulatory and governance
situation, an examination of international best practice and a
proposed way forward for the environment and the environment sector
right across the island of Ireland setting out a range of
recommendations and actions.
