BRIEF FOR THE PREPARATION OF A REVIEW OF THE KILDARE ABILITY PROGRAMME
BY THE COUNTY KILDARE LEADER PARTNERSHIP

BACKGROUND

The Kildare Ability programme is funded by the European Social Fund
and Department of Employment Affairs and Social Protection. The
Kildare Ability Programme is one of **Apply on the website** Ability

a collaborative approach and CKLP are the programme implementers. The
steering committee has representatives from CKLP, HSE, KARE,
Employability, NLN, KWETB, St. John of God’s, LESN, DEASP, Local
Sports Partnership and the Youth Advocate for the county. It was clear
from consultation with these partner organisations that young people
aged **Apply on the website** with a disability in Co. Kildare should
be the target group for this specialized programme.

Since the Ability Programme began in October **Apply on the website**
a number of milestones have been achieved. The introduction of the
programme has targeted some of the hardest to reach young people in
Co. Kildare. In addition to this the Ability programme aims to
encourage and enable employers in the county to be more inclusive. The
programme works with young people across the entire county aged
between **Apply on the website** with an injury, illness or
disability. The aim is to work with young people who are not engaging
with education, training, work and may find it challenging to engage
with other services. Each young person is given an appropriate
person-centered support to assist them in achieving their goals.

The Ability programme works with **Apply on the website** young people
with a range of disabilities and additional needs in Kildare. The
programme aims to assist these individuals to engage in roles that are
meaningful to them.

TARGET GROUP;

Young people in County Kildare **Apply on the website** – **Apply on
the website** years of age, with an additional need, injury,illness or
disability who are not in education, training or employment and who
are struggling to engage in any service.

SCOPE OF WORKS: PROPOSED REVIEW

It is proposed to review services provided by the Ability Programme to
young people in County Kildare. The programme review will focus on the
work carried out by Ability Programme since **Apply on the website**.
The review will cover both the group based programmes and the support
provided to individuals on a 1:1 basis. Primary research will focus on
the effectiveness of supports provided to a caseload of individuals
across County Kildare by Ability to date.

It is also proposed to review the links the programme has made to
mainstream service provision in County Kildare and the development of
additional services for young people who have additional needs and are
not in education, training and employment.

TENDER PROPOSALS

Individuals and organisations are invited to tender for the provision
of services to carry out the proposed review. As set out in the scope
of works above it is proposed to interview a random sample of Ability
clients and to hold focus groups with young people. It is also
proposed that referral agencies would be engaged to assess the impact
of the Ability programme has on mainstream service provision including
the take up of further education, training and employment.

The review should identify the Impact, Progression and Key Learnings
from the service provided to date. Conclusions and recommendations
from the review will contribute to the implementation of the Ability
programme in the future and will assist in the development of a
progression plan for the programme.

This review will be published and will be the circulated to all
organisations involved in the programme.

GENERAL CONDITIONS

* It will be a condition of appointment that the proposer appointed
shall be able to produce for inspection a valid Tax Clearance
Certificate.
* Payment for services covered by the proposed contract will be on
foot of appropriate invoices, which will be based on agreed
deliverables. Invoicing arrangements will be agreed with the
successful proposer, following the award of contract.
* The proposer will be required to provide regular updates to
awarding body during the contract.
* All costs must be quoted in Euro, specify if VAT inclusive or
exclusive applies. The total estimated costs should be clearly stated
and MUST BE A SINGLE FIXED FIGURE QUOTATION.
* Any conflict of interest involving a tenderer must be fully
disclosed to County Kildare LEADER Partnership particularly where
there is a conflict of interest in relation to any recommendation or
proposal put forward by the tenderer.
* County Kildare LEADER Partnership retails the right to terminate
the contract and to withhold payment where a contractor fails to meet
his/her contractual obligations in relation to the delivery of the
required services

PROPOSED TIME FRAME

The review will be carried out during August and completed during
