WHO WE ARE

Youth Advocate Programmes (YAP) Ireland CLG is a leading provider of
intensive support programmes for young people and families. YAP
Ireland uses a strengths based, wraparound, family focused approach
for young people with complex needs leading to positive outcomes for
the young people, their families and referral agents. Today YAP is

services which improve their skills and capacity to meet their own

The YAP Model is unique because we recruit, train and employ community
based advocates who bring a range of skills to the role and who are
matched with young people and families on the basis of what will best
meet their needs.

The young people who are referred to YAP are at high risk of placement
in care, secure care and custody. These young people present with a
range of inter-connected difficulties around their home, education,
peer groups, behaviour and community (Level 3 and 4 on the Hardiker
Scale). The intensive support of up to **Apply on the website** hrs a
week over 6 months provided to young people and their families using a
strengths based, needs led approach leads to positive outcomes for the
young people, their families, their community and referral agents.

that children, young people and parents/carers views make an impact in
YAP Ireland and wider society_. To achieve this goal, we operate a
range of participation groups, youth forums, parent forums and youth
led research at both local and national levels to hear the voice of
young people and to allow participants to come together for peer
support and social interaction. YAP also has a commitment to
participation throughout the organisation, facilitating youth input
into practices such as staff selection and programme planning.

Our recent study conducted by the UNESCO Child and Family Research
Centre at NUI Galway (UCFRC) on the Strengths and Challenges of the
Youth Advocate Model (**Apply on the website**) highlighted a number
of key components within the YAP model that are perceived by relevant
stakeholders as crucial for its success. Of note, the study found that
listening to views and opinions of children and young people and
ensuring their centrality in deciding on an appropriate supportive
response is a critical element of the YAP model.

While there is a growing emphasis in children and young people?s
services generally on their right to participate, less attention has
been given to how best to support participation and how to measure the
benefit.

PURPOSE OF RESEARCH

THE AIM OF THIS RESEARCH is to conduct engaged research with
stakeholders, funders, staff, young people and families we work with
to document, conceptualise and reflect on YAP?s traditional and new

restrictions), to determine the impact participation and voice
initiatives have on individuals, the organisation and stakeholders.
The research should inform YAP on how best to support and resource
meaningful participation within YAP Ireland and to develop a
measurement tool that can be used by staff and potentially, other
organisations.

THE RESEARCH OBJECTIVES ARE:

* To document in detail the actions taken by YAP to facilitate the
participation of children, young people and parents & carers in
decision making at all levels of the organisation
* To explore the perspectives of young people, parents & carers,
funders, stakeholders and staff regarding their experiences of
participation in YAP, including benefits and current challenges.
* To develop a conceptual model of youth and parent participation in
the YAP programme, including accessible resources in both video and
text format documenting how best to support participation using this
model.
* To develop a measurement tool that can be used to assess the
benefit of being involved in YAP?s range of participation
activities.

PROJECT OUTPUTS

This project will provide learning for managers, staff, stakeholders,
young people, parents & carers on how a youth advocacy programme can
best support meaningful participation with young people and parents
involved in its service. The appointed consultant will develop a
suitable measurement tool to assess the benefits of participation
which will have wide ranging applicability for organisations working
with vulnerable children, young people and families. A YAP Research
Working Group will oversee the research project.

THE KEY MILESTONES AND DELIVERABLES FOR THIS PROJECT ARE:

* Refinement of the research methodologies in conjunction with the
YAP Research Working Group.
* Initial desk research on topic/model/info gathering/
* Co-ordination and conducting of research data collection.
* Conducting and write-up of data analysis.
* Formulation of recommendations for the YAP programme based on
findings from the research.
* Draft research report to be circulated to the YAP Research Working
Group.
* Feedback to be incorporated into final draft.
* Complete Final Draft of Research Report and presentation of
findings.

proposed staff to be involved in the project
* Proposed outline of research and methodology including proposed
