DETAILS OF SERVICE

Government policy on drug and alcohol use is set out in the national
drugs strategy (NDS)Reducing Harm, Supporting Recovery **Apply on the
website** ? **Apply on the website**. The foundation for the
strategy is the Healthy Ireland Framework. The strategy aims to
promote healthier lifestyles within society and encourage people to
make healthier choices around drug and alcohol use. Drugs Policy.
Five strategic goals have been identified under the strategy:
promote and protect health and wellbeing minimise the harms caused by
the use and misuse of substances and promote rehabilitation and
recovery address the harms of drug markets and reduce access to drugs
for harmful use support participation of individuals, families and
communities develop sound and comprehensive evidence-informed policies
and actions. Local and regional drug and alcohol task forces implement
the national drugs strategy in the context of the needs of their local
area. The SICDATF is implementing actions under its strategic work
plan that relate to Goal four of the NDS.

REPORTING RELATIONSHIP: The person will report to the Management
Liaison Group of the SICDATF

PURPOSE OF THE POST: The post is aimed at professionals interested in
working in social inclusion, community development, community
education and the social sciences

PRINCIPAL DUTIES AND RESPONSIBILITIES

DELIVERING THE WORK OF THE SICDATF WORK PLAN WITH PRIORITY GIVEN TO
COMMUNITY-BASED RESPONSES TO THE IMPACT OF DRUGS AND ALCOHOL

* Take a lead role in the rollout of the recommendations of local
research that relates to communities impacted by drug and alcohol
issues.
* To design and deliver training in partnership with other
stakeholders to support community-level interventions to address drug
and alcohol issues.
* Conduct localised research and mapping of presenting community
needs to inform the SICDATF strategic work plan.
* Support the SICDATF to enhance its community representation,
service user/ stakeholder input and support other subgroups as
required by the SICDATF.
* To develop clear targets and appropriate performance indicators in
conjunction with the MLG for this work.
* To develop and support initiatives to build resilience to achieve
safe communities and extend the ethos for safe care in the community
* To work with all stakeholders in the SICDATF area to assist with
providing a coordinated response to shared social concerns.
* To identify practicable structures to capture and respond to the
impact of drugs and alcohol and assist with coordinated responses
whilst minimising duplication of resources.

ADMINISTRATION

* To organise and attend meetings as requested, compiling and
circulating minutes and recording decisions as appropriate.
* To provide reports of work to the SICDATF Management Liaison Group

NETWORKS/LINKS

* Build and maintain links with the stakeholders in the south inner
city
* Build and maintain a connection with service users statutory,
voluntary agencies, community groups and local business.

ELIGIBILITY CRITERIA
QUALIFICATIONS AND EXPERIENCE

CANDIDATES MUST HAVE AT THE LATEST DATE OF APPLICATION: -

* A primary degree or postgraduate degree in a relevant discipline

A RECORD OF ACHIEVEMENT IN

* Demonstrate an understanding of the national policies guiding the
work of Local Drug and Alcohol Task Forces.
* Demonstrate an understanding of community development principles.
* Demonstrate an understanding of the principles of the IHREC
* Proficient in Microsoft Office package.
* Excellent communication skills, both written and verbal.
* Research skills.
* Report writing skills.
* Demonstrate an ability to work independently on his or her
initiative and part of a team.

OTHER REQUIREMENTS SPECIFIC TO THE POST

* Access to appropriate transport to fulfil the role requirements -
i.e. able to work across all the South Inner City sites if required.
* Flexibility of location and hours - occasional out of hours
working.

SKILLS, COMPETENCIES AND KNOWLEDGE

PROFESSIONAL KNOWLEDGE & EXPERIENCE

_DEMONSTRATE:_

* An understanding of the health service, including HSE reform,
particularly Community Services.
* Knowledge of effective communication strategies and systems,
including digital media.
* Knowledge of Health Literacy guidelines and experience in creating
accessible content suitable for a broad audience.
* Excellent MS Office skills to include Word, Publisher, Excel and
PowerPoint.
* Knowledge of the Freedom of Information Acts and other relevant
legislation and policies.
* Design and delivery of training modules .

COMMUNICATIONS & INTERPERSONAL SKILLS

* Effective verbal communication skills, delivering complex
information clearly, concisely and confidently.
* Excellent written communication skills including strong report
writing and presentation skills.
* Excellent communication and interpersonal skills in order to deal

other parts of the health service and other external stakeholders.
* Flexibility, adaptability and openness to working in a changing

* The ability to present information clearly, concisely and
