JUST TRANSITION COMMUNITY ENGAGEMENT OFFICER

The Just Transition Fund is a Government response to the end of peat
harvesting and the closure of power stations in the Midlands and
surrounding areas. It was established to support projects focusing on
retraining workers and proposals to generate sustainable employment in
green enterprise in the region, and to support communities to
transition to a low carbon economy across the wider Midlands region.
The objective is to fund innovative projects that contribute to the
economic, social and environmental sustainability of the Wider
Midlands region and which have employment and enterprise potential.

Irish Rural Link (IRL) together with the Community Wetlands Forum
(CWF), a special interest group of IRL, were successful in its
proposal to the _?Connecting Communities with Peatlands? _call.

The project aims to support the protection, management, and wise use
of peatlands and other wetland types for sustainable communities, by
providing a grassroots network for communities and stakeholders to
share ideas, knowledge, research and best practice, based on the
principles of community development: i.e. empowerment, participation,
inclusion, self-determination and partnership.

We are now seeking applications for the position of Just Transition
Community Engagement Officer with the CWF. This is a new position and
the successful candidate will work closely with the Community Wetlands
Forum Development Officer on the delivery of the project, under the
governance and support of Irish Rural Link.

REPORTING TO: CEO, Irish Rural Link
LOCATION: Moate, Co. Westmeath
HOURS OF WORK: Full-time
DURATION OF JOB: 2.5 year fixed term, subject to review with 6-month
probation period.

KEY RESPONSIBILITIES

* COMMUNITY ENGAGEMENT - Actively support communities who wish to
become involved in the management and conservation of their local
wetlands and engage with those communities most impacted by the Just
Transition programme.
* ORGANISATION AND FACILITATION OF WORKSHOPS - Facilitate the
sharing of knowledge, ideas and experience between members, deal with
member queries (e.g. funding applications support).
* Design and DELIVERY OF TRAINING - Identify training needs of
community groups and design and deliver training of same.
* COLLABORATION WITH THE CWF DEVELOPMENT OFFICER - Communicate
community feedback to assist in the strategic development of the CWF,
its national sustainability and international connectivity.
* Development OF PARTNERSHIPS - Develop collaboration between
community groups and other key stakeholders involved in managing and
conserving wetlands and peatlands in the local area and maximise
linkages with other relevant plans, programmes, and strategies.
* COMMUNICATIONS AND AWARENESS-RAISING ? Develop a communications
strategy to promote the Just Transition project and to raise awareness
of the protection, management, and wise use of wetlands and peatlands
across the Midlands region.
* IMPLEMENTATION, MONITORING AND TRACKING - Ensure the actions of
the project are implemented and monitor, track and report progress of
project objectives.

PERSON SPECIFICATION

ESSENTIAL SKILLS AND EXPERIENCE

* Third level qualification in Sustainable Development, Community
Development, Environmental Science or similar.
* Proven track record of engaging with rural communities and
representative bodies
* Very strong verbal and written communication skills
* Excellent planning, project management and organisational skills
* Experience of organising and facilitating workshops.
* Experience in developing and delivering training to a broad
socio-economic demographic
* Excellent interpersonal skills
* Ability to work independently and on own initiative, collaborating
when appropriate
* Good team-work skills
* Full clean driving licence with access to own vehicle
* Flexible approach to working schedule including some unsociable
hours when required

DESIRABLE SKILLS AND EXPERIENCE

* Experience of running digital and/or print media campaigns,
including press releases, multimedia output and social media
engagement
* Good understanding of wetlands and their provision of essential
ecosystem services, and policies underpinning this in Ireland
* Knowledge of the Sustainable Development Goals and their relevance
to rural communities in Ireland
* Experience working in the area of wetland and peatland
conservation
* Experience of engaging with a broad range of stakeholders (NGOs,
semi-States, government departments, commercial interests, private
sector, volunteers, etc.)
* Awareness of health and safety, environmental and other relevant
legislation
