Edenderry School Completion Programme: Local Co-ordinator
POST OF LOCAL CO-ORDINATOR

The School Completion Programme is a targeted initiative which aims to
increase the number of children and young people who stay in primary
and post primary school and in doing so improve the number of young
people who successfully complete the Senior Cycle or equivalent. The
main focus of the Programme is to work with those who may be at risk
of educational disadvantage through early school leaving. The SCP aims
to impact positively on Attendance, Participation and Retention in
school through provision of interventions - In school, After School,
Out of School and during Holiday times. The SCP is a national
Programme which is an action under the Department of Education DEIS
(Delivering Equality of Opportunity in School) Plan.

The SCP is currently funded through Tusla Education Support
Service(Tess).

There are 3 schools in Edenderry SCP ? Oaklands Community College,
St Patrick?s Primary and St Ciaran?s NS Castlejordan. The Local
Co-ordinator will lead the development and implementation of the
Programme in consultation with Tess, the Local Management Committee
and the 3 school Principals.

PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

* Education to Degree standard in a relevant area e;g; social care,
education, youth work etc.
* NB Candidates with a Diploma and with exceptional, relevant work
experience may also be considered in lieu of degree qualifications
* Experience in managing, leading and supporting a team of staff
* Experience in managing budgets
* Experience in relationship management with local funding agencies
and stakeholder organisations
* Knowledge and experience of Logic Model Planning
* Full Irish Driving Licence and access to a car
* Knowledge of early school leaving factors and familiarity with
DEIS schools and the School Completion Programme

PERSON SPECIFICATION

Ability to lead and manage a diverse range of staff

* High level of motivation/ability to work on own initiative
* Excellent interpersonal skills, including ability to liaise with a
wide range of contacts and build and maintain effective working
relationships with adults and young people
* Excellent standards of accuracy and attention to detail
* Ability to be proactive and work effectively within a pressurised
environment
* Positive and flexible approach to working as part of a team
* Excellent written communication skills, including ability to draft
summary information and correspondence. Excellent report writing
skills
* Ability to implement and follow organisational guidelines and
processes
* Good computer skills, including Word, Excel, Internet, PowerPoint
and Social Media

_KEY REQUIREMENTS OF THE POST :_

* Co-ordination, implementation and delivery of the School Completion
Programme Retention Plan, drawn up in conjunction with the Local
Management Committee, in line with the agreed budget
* Report and work under the direction of the School Completion
Programme LMC in relation to all aspects of the project
* Identify and respond to the educational welfare needs of the
target group, in particular those identified as ?at risk? of early
school leaving
* Organise and facilitate the provision of in school, after school,
out of school and holiday provision for the targeted young people
* Work collaboratively with school Principals, Care Teams, Home
School Community Liaison co-ordinators (HSCL), Educational Welfare
Officers and other professionals to plan co-ordinated interventions as
appropriate
* Establish and maintain strong links with all relevant agencies
* Ensure active participation of the other relevant partners
* Develop and supervise the participation of the School Completion
Programme staff in the project
* Participate in training organised by Tusla
* Monitor and evaluate the quality of the programme
* Keep a comprehensive report and descriptions of all aspects of the
Programme recording successes, failures and changes
* Oversee the day to day expenditure of the programme keeping
accurate records of payments and receipts and work within the budget
constraints of the Programme
* Co-operate with Tusla in relation to the evaluation and audit of
the Programme and the collection of data and furnishing of reports
required, on a timely basis
* Organise recruitment of staff, with particular regard to relevant
Employment and HR legislation, in conjunction with the LMC
* Ensure SCP staff are paid in a timely manner and all relevant tax
is deducted in line with Revenue requirements

_ADDITIONAL CONSIDERATIONS FOR THE ROLE_

FUNDING : It must be understood that if the funding for the post is
discontinued the post holder?s contract may be terminated

MEDICAL : The successful candidate may be required to complete a
medical questionnaire/undergo a pre-employment medical before
employment can be confirmed

GARDA VETTING : As the work involves contact with children and young
people, candidates considered for employment will be required to
undergo the Garda Vetting process before employment can be confirmed

REFERENCES : The successful candidate will also undergo 2 reference
checks before employment can be confirmed

HOURS OF WORK : The Co-ordinator will be expected to work a minimum of

this position will require flexibility in relation to working hours.
