TENDER REQUEST: PROPOSALS FOR DEVELOPMENT OF THE INTERCULTURAL DROP-IN
CENTRE IN TALLAGHT

The Tallaght Intercultural Drop-In Centre is seeking proposals from
suitably qualified consultants to help us enhance the services
available to our clientele. We welcome proposals which are inclusive,
will have a positive impact, and particularly empower participants to
transform their lives.

1. BACKGROUND

1(a). An Intercultural Drop -in Centre has operated in the Tallaght
region since **Apply on the website**. It was initially founded and
funded by the Brigidine Congregation and operated out of St
Maelruain?s Parish Centre in Tallaght village. In **Apply on the
website**, the management of the Centre was taken over by the South
Dublin County Partnership (SDCP) and operations moved to Mountain
Park, Tallaght. While SDCP continue to manage the Centre, volunteers
are key to its success as they provide the major input into the
day-to-day activities at the Centre.

The fundamental ethos of the Centre is to provide an inclusive,
welcoming and safe space where migrants and other refugees can be
helped to develop their own potential and self-esteem while working
towards integrating themselves into Irish society and into employment,
if that is their objective.

1 (b). The primary activity at the Centre revolves around English
language lessons as many of our clientele have low level literacy and
English language skills. It is very much an inclusive drop - in centre
rather than a school or training centre so basic qualifications are
not required for attendance and neither are exams held or
qualifications awarded. Participants are encouraged, not required, to
attend regularly and to apply themselves. They are helped to develop
themselves to their highest potential. If relevant, they can move
onwards to ETB, training courses or employment as relevant.

1(c). We are open Monday to Thursday inc. from **Apply on the
website** noon. The number of daily participants varies from **Apply
on the website**. The majority, but not all, have low level literacy
and English language skills. Currently, our clientele comes from
troubled countries such as Afghanistan,

Somalia, Syria, Algeria, Iran, Democratic Republic of the Congo and
Ukraine and encompass refugees, asylum seekers, migrants and those who
are waiting for Irish citizenship.

1 (d). The number of volunteers is also variable and can range from
**Apply on the website** on any day. The unstructured ethos means that
flexibility from all participants is critical.

2. CURRENT ISSUES AND OBJECTIVES

2 (a). In recent times, we are finding that our clientele is changing,
and we are now engaging much more with younger migrants. Their needs
are different in that while they need English language supports, they
also wish to access the labour market. For that, many need a high
level of support as their level of English is poor; they have minimal
formal training and frequently little relevant work experience in the
Irish context.

2 (b). To this end, we have received a small funding grant from the
Brigidine Congregation to initially produce a guide which would list
the parameters, criteria and requirements necessary for jobs which are
easier for these jobseekers to access. In addition, the guide should
set out the available pathways to employment for these starter jobs
and highlight any processes, guidance, supports, etc which might
usefully be provided to help our clientele secure gainful employment.
If relevant, this guide might also indicate any financial assistance
available.

2 (c). Our objective, over the next **Apply on the website** months is
to provide targeted employment supports for up to **Apply on the
website** people and to assist them access the labour market or at
least ensure they are employment ready, if and when they gain work
permits.

2 (d). There is also a second and more long-standing issue which we
would like addressed. The drop -in inclusive aspect of the centre is
key to our ethos and must be retained. However, it is also recognised
that some volunteers and indeed some clients would appreciate a more
structured approach to activities.

3. REQUIRED OUTPUTS

We wish to engage a consultant to carry out A NEEDS ANALYSIS
ASSESSMENT ON

* What is needed to achieve the objectives of the Brigidine grant as
specified in paragraph 2 (b) above
* the current activities of the Mountain Park Intercultural Drop-In
Centre.
* Submit a summary of the results of the needs assessment

PLEASE NOTE_: It is envisaged that there will be a second phase to
this project whereby a detailed written guide will be required with
key recommendations and proposals which will enable us to meet the
terms of the Brigidine grant as set out under paragraph 2 (b) above.
Tender proposals will be sought for Phase 2 at a later date._

4. TENDER SUBMISSION AND TIMEFRAME

IF POSSIBLE, WE WOULD LIKE THIS PROJECT COMPLETED BEFORE END OF

5. TENDER FORMAT

Proposals should include sufficient information to permit an
evaluation of the competency of the tenderer to satisfactorily
complete the assessment and MUST include the following information:

* A statement of the tender?s understanding of the issues involved
in the project.
* Planned timescale for the completion of the exercise.
* Details of the methodologies and processes to be used particularly
how it is proposed to engage with stakeholders.
* An all-inclusive fee to be charged,
* Contact details for referees on no more than two examples of
completed work similar to this proposal.

In addition, the following should be included:

* A list of previous similar consultancy projects undertaken and
completed
* Evidence of relevant qualifications including CVs of personnel who
will be involved in this project
* Tax Clearance Access details
* A copy of relevant insurance policies

6. AWARD CRITERIA

Tenders will be evaluated and a contract will be awarded on the basis
of the following criteria:

* Expertise and proven ability of tenderer to complete the assignment
as described in 3 above to the high standard required while also
maintaining the ethos of the Centre,
* Evidence of familiarity with and a good understanding of the
voluntary community sector,
* Total fixed cost of proposal,
* Ability to meet the timeframe for completion of the project.

While this request for tenders is made in good faith, we reserve the
right not to choose the least cost tender, and also reserve the right
not to accept any tender.

7. FINANCIAL ARRANGEMENTS

A fixed price contract is required, the full price inclusive of costs
must be provided. The successful tenderer will be required to produce
current and valid Tax Clearance access details.

The successful tender will be paid on foot of appropriate invoices and
in accordance with the Prompt Payment of Accounts Act, **Apply on the
website**, as amended. If requested, payment can be made in stages
upon receipt of invoices. Payment will be paid electronically to
nominated bank accounts and the successful tenderer will be obliged to
provide these details.
