CITY PARTNERSHIP ABILITY PROGRAMME
Dublin South City partnership is seeking tenders from suitably
qualified individuals or organisations to carry out an independent
external evaluation in the context of our Ability Programme.
BACKGROUND
DUBLIN SOUTH CITY PARTNERSHIP (DSCP) is a leading local development
company, which provides a range of social inclusion and employment
services across Dublin South City.
The ABILITY PROGRAMME is provided by **Apply on the website** local,
regional and national projects in the Republic of Ireland that focus
on bringing young people with disabilities between the ages of **Apply
on the website** and **Apply on the website** closer to the labour
market.
Nationally the programme targets young people who are not currently
work ready using a range of person-centred supports. This type of work
assists young people to identify and follow progression routes based
on both their potential and their needs. As a result, the programme
promotes positive pathways into education, training and employment for
participants.
The objectives of the Ability Programme are to:
* assist young people with disabilities to develop the confidence and
independence required to participate in education, training and
employment
* support young people with disabilities who are not in education,
employment or training to access and participate in education,
training, and employment
* build the capacity of mainstream employment services, education
and training providers to support the progression of young people with
disabilities
* build the capacity of employers to recruit and retain young people
with disabilities within their workforce
DUBLIN SOUTH CITY ABILITY is one of the **Apply on the website**
Ability projects. DSC Ability assists young people aged **Apply on the
website** experiencing mental health challenges and co-occurring
disabilities to find suitable education, training and employment. It
also encourages them to take part in community life.
Ability is co-financed by the European Social Fund (ESF) and the
Department of Social Protection (DSP), and administered by Pobal. The
Ability programme is a three year programme and is due to finish in 1

AIMS AND OBJECTIVES OF THE EVALUATION
The overarching purpose of the evaluation is to independently review
the performance of DSC Ability Programme delivery from set up in

More specifically the DSC Ability evaluation aims to assess, determine
and evidence:
* Programme model and best practices
* Programme outcomes
* Programme impacts
* Programme limitations
The final DSC Ability evaluation report is expected to:
* Demonstrate the model and best practices used by DSC Ability team
* Evidence the outcomes and in particular the impacts of DSC Ability
* Share and celebrate evaluation findings with staff, participants,
employers and the various other stakeholders involved and connected
with DSC Ability
* Make recommendations on how the programme can improve, develop and
have greater reach and impact
* Support and evidence future applications to retain and / or
attract programme funding
METHODOLOGY
Applicants are invited to outline the methods/approach they intend to
employ to conduct this evaluation and to demonstrate their knowledge
of same to fulfil the brief outlined above.
TIMEFRAME
It is expected the evaluation process will commence in February

THE WEBSITE**. Applicants should provide a detailed timetable for the
completion of the evaluation.
PROFILE OF EVALUATOR/S AND RELEVANT EXPERIENCE
Applications should include a profile of all personnel to be involved
in undertaking the evaluation. This should include a detailed CV of
the candidate(s), demonstrating their experience of undertaking
similar studies and include two references.
ETHICAL, CONSENT & CONFIDENTIALITY PROCEDURES
Applicants should outline how they propose to comply with research
ethics standards, consent and confidentiality procedures.
ROLES & RESPONSIBILITIES
The successful applicant will be responsible for accessing
participants for the evaluation following initial introductions from
DSC Ability, undertaking the evaluation and producing the final
report, developed to publishable standards.
OWNERSHIP OF THE INFORMATION AND FINAL REPORT
Ownership of data and reports related to the project will reside with
the Dublin South City Partnership.
BUDGET
The maximum budget for this project is ?5,**Apply on the website**
inclusive of VAT and this should include all costs such as
institutional fees, administration costs and expenses incurred.
Applicants should provide a detailed breakdown of costs.
PAYMENT
A payment schedule will be agreed with the successful applicant. The
following schedule is proposed:

intermediate report.

research report
Payments will be made within **Apply on the website** days of receipt
of an invoice. If at any stage during the evaluation, the agreed level
of quality of the evaluation is not adhered to, payment may be
withheld.
