_ROLE PURPOSE:_

To make a significant and effective contribution to the organisation
and ensuring that it is well positioned to achieve its vision, current
and future business and operational plans and performance targets.
This is a key role instrumental in bringing the HR and Governance
functions together at operational level.

The core purpose of the role will be to support and manage all People
and Governance related matters across the organisation. To take the
lead for data protection matters and champion compliance across the
organisation.

_KEY ACCOUNTABILITIES_

* To support the CEO and Senior Management Team in the development of
a strong culture and behaviours that focus on our key priorities
around clients, performance, quality, efficiency and continuous
improvement.
* To ensure that all staff have the appropriate knowledge, skills,
experience, training and support in place to ensure that we can
achieve our agreed plans, targets and objectives.
* To work with the Board, CEO and Senior Management team to ensure
that the organisation operates within full compliance and best
practice in all areas of regulations relevant to the sector.
* To help to drive the organisation forward to be a successful
organisation and a modern employer that is a great place to work.

_KEY FUNCTIONAL RESPONSIBILITIES_

* To be responsible for the implementation of the best practice in HR
across the organisation.
* To provide managers with up to date advice and information on
employee relations, disciplinary and grievance procedures and other ER
issues that may arise, including facilitating the arrangements for
hearings and appeals proceedings.
* To work with the Financial Controller on the monthly generation of
the payroll and related employee benefits information.
* Manage the full employee life cycle including: recruitment &
selection, on boarding process performance management and exit
interviews.
* To evaluate the outcomes of development activities to ensure value
for money and return on investment.
* To oversee the administration of employee records including
checking of employee work references, Garda Vetting Bureau and other
relevant source as necessary where sensitivity checks are required for
employees working with vulnerable people. Ensuring that employee
records are comprehensive, accurate and up to date and managed within
the requirements of GDPR and the Data Protection Act.
* Ownership, development of the HR system to sure that the system is
effectively utilised to maximise the efficient use of data with
respect to monitoring employee sickness, absence management, and
training outcomes including related reports for CEO and Senior
Management Team and line managers
* Manage and take the lead on multiple HR and Governance related
projects to improve performance across all areas of responsibility.
* To promote the development of a strong governance culture in
respect of our role as Registered Charity and Approved Housing Body.
* To work closely with the CEO to plan the overall annual schedule
of Board and internal governance meetings.
* To take responsibility for ensuring that we achieve a high level
of corporate governance and compliance across our policies, procedures
and practice; that all members of Mid West Simon Community are
informed and comply with our rules, appropriate legislation and our
delegated authorities
* Completion of statutory annual returns to all regulatory bodies,
including liaison with external regulators and production of year-end
information regarding Board Members.
* To work closely with the CEO to manage an effective Board and
Committee reporting function to include board member recruitment,
training and appraisals.
* To be Data Protection Officer for the company, acting as the first
point of contact for any data protection queries and data breaches;
maintaining the data breach register producing the policy
documentation and quarterly board reports; co-ordinating subject
access requests, delivering data protection training for new employees
and updates for existing
* To ensure that Mid West Simon Community provides a safe place to
work and live for our clients and staff and that we demonstrate a high
standard in Health and Safety policy and practice across the
organisation.

_KNOWLEDGE AND SKILLS_

* A minimum third level 8 qualification in a relevant discipline
* Good understanding and knowledge of employment law and its
application including data protection
* A professional, commercial and pragmatic approach to HR and
Governance matters
* Accurate and always works with a high attention to detail with a
hands-on proactive approach
* Exceptional organisational skills with the ability to manage
changing priorities, multiple requests and moving deadlines.
* An excellent communicator with the ability to gain commitment and
support from across the organisation
* Evidence of commitment to and delivery of high quality client
services and commitment to continuous improvement
* Ability to deliver effective training on HR and Governance issues

_EXPERIENCE_

* Proven experience of HR and Governance management
* Recent experience of developing and managing employees effectively
and efficiently and managing employee relations issues along with
complex HR caseloads
* Experience of influencing, persuading and negotiating with others
in a positive way
* The ability to demonstrate practical application of dealing with
discipline, grievance, capability and redundancy issues
* Experience of leading policy development, implementation and
evaluation
