JOB CONTEXT:

Oliver Bond House is bounded by Oliver Bond Street, Bridgefoot Street,
Usher Street and Ushers Quay and is the subject of a major proposed
regeneration process. This presents challenges in involving
significant physical and social change with a community that forms
part of a larger area.

The flats were identified for regeneration due to a range of
difficulties including substandard housing conditions and significant
anti- social behaviour.

A regeneration forum is in the process of being formed to oversee the
redevelopment, formalising the mechanisms of consultation and decision
making in relation to the regeneration.

Plans have been submitted by Dublin City Council to the Department of
Housing for regeneration and the current expectation is that physical
regeneration will begin in approximately four years and be completed

following this. The regeneration will also include social, cultural
and economic components.

Oliver Bond House residents have been key actors in developments to
date, in particular through their relationship with Robert Emmet
Community Development Project.

A visionary and task orientated Regeneration Forum Coordinator is
required to shape, support and implement an exciting area and housing
regeneration programme and to sustain and enable the community
involvement in the programme.

INTERAGENCY APPROACH

The Regeneration Forum will consist of residents, local community
groups, Dublin City Council, Statutory Agency representatives, and be
charged with the responsibility of driving the social and physical
regeneration of Oliver Bond House.

This allows for joined up working among the existing community in the
area and enables the social plan to avoid duplication of existing
services and, instead, build on existing work being done in the area.

PRINCIPAL ACCOUNTABILITIES:

The core of the Regeneration Forum Co-ordinators role is to provide
administrative support which will allow the forum to progress the
social and physical regeneration of Oliver Bond House.

* Provide administrative and secretarial support to Oliver Bond House
Regeneration Forum, RECDP, and Dublin City Council.
* Co-ordination and organisation of meetings, preparing agendas,
minutes reports.
* Participation at meetings and representing Oliver Bond
Regeneration Forum.
* Developing and running communication and social media programmes
promoting the project.
* Working with the City Council on the implementation of housing and
community development objectives.
* Building relationships and working with external stakeholders to
promote area and housing regeneration.
* Working from and travelling between multiple locations, mostly
Oliver Bond House, RECDP and DCC facilities.
* Work with the regeneration forum to ensure active and informed
involvement, participation and empowerment of the residents as
partners in the regeneration process.
* Ensure good flows of communication between residents, Dublin City
Council, the Chairperson of the forum, elected representatives and
community organisations.
* Support and Coordinate the Regeneration Forum meetings as well as
any groups attached to or supported by the forum. This includes
reporting to the forum, being secretary to the forum and ensuring
forum members are updated on all relevant issues and activities
* Support the development of strategic policy and practice within
the Regeneration Forum, develop and support programme activity among
sub-groups of the forum, develop initiatives to create awareness of
the work of the forum, represent the forum at meetings with DCC,
public and private agencies and other interested stakeholders, inform
the forum about policy in relation to regeneration, develop and
maintain appropriate links with stakeholders and maintain
comprehensive records of the regeneration forum and it?s sub-groups.
* Support the completion and implementation of the social, economic
and cultural regeneration plan and manage budget for the same.

The above contains the main outline of duties. However, it is
inevitable that tasks may arise which may not fall within the remit of
the above list of main duties. Employees are therefore required to
respond with a flexible approach when ad hoc tasks arise which are not
specifically covered in their job description.

JOBHOLDER ENTRY REQUIREMENTS

_KNOWLEDGE_

The ideal candidate will have:

* A relevant degree or qualified through training and experience
* Relevant knowledge of statutory and local development structures
* A thorough understanding of community development and regeneration
processes
* Knowledge and experience of research, report and funding proposal
writing
