COORDINATING AND SUPPORTING ACCESS TO AND DELIVERY OF SUICIDE
PREVENTION TRAINING IN HSE COMMUNITY HEALTHCARE WEST

BACKGROUND

_Connecting for Life_ Galway, Mayo and Roscommon Suicide Prevention
Action Plan sets out a vision where fewer lives are lost through
suicide and where communities and individuals are empowered to improve
their mental health and wellbeing. It contains seven goals, one of
which Goal 2 focuses on supporting the capacity of local communities
to prevent and respond to suicide.

In line with Goal 2, and aligned to the National Education and

Office of Suicide Prevention (NOSP), a number of local actions are
concerned with the provision of access to suicide prevention and
self-harm training for the whole population, including priority
groups, community-based organisations and large workplace settings.

PROJECT BRIEF:

HSE Community Healthcare West ? Mental Health is inviting
applications from suitably qualified organisations to submit a tender
proposal demonstrating their suitability to coordinate and support
access to and delivery of suicide prevention-related training.

Organisation Specification:

Organisations submitting a tender for this work should meet the
following criteria:

* State funded organisation with a proven track record in the
coordination of delivery of or access to education and training, with
a particular focus on or experience in the mental health or suicide
prevention field
* Strong organisational skills, attention to detail and the ability
to develop and apply a systematic approach using operational
procedures and monitoring mechanisms
* Positive attitude and ethos that reflects core suicide prevention
messages and principles
* Capacity to deliver a reliable and sustainable service
* Local knowledge and established networks and infrastructures or
experience of service provision elsewhere
* Good teamworking and problem-solving capability
* Capacity to support coordination of this service during office
hours, Monday to Friday, but also when training is occasionally held
at weekends or evening times

Key tasks:

The organisation selected will be required to carry out the following
tasks:

* Coordinating and communicating with the HSE Resource Office for
Suicide Prevention in Community Healthcare West to ensure smooth
service delivery
* Scheduling training workshops in partnership with the HSE and
other organisations
* Managing all aspects relating to participant access to online
programmes, including administration, promotion, participant
recruitment and liaising with programme facilitators (where relevant)

* Managing all aspects in relation to supporting the delivery of
face-to-face programmes across Galway, Mayo and Roscommon, including
administration, promotion, participant recruitment and liaising with
programme facilitators
* Providing training statistics on a quarterly basis for reporting
and planning purposes

TENDER REQUIREMENTS:

Interested parties are requested to submit a proposal, which includes
the following information:

* Full organisation or agency name, address, contact person name,
phone number and email
* Background information on personnel employed (number, skill set)
* Ability to meet the criteria listed under Organisational
Specification above
* Other relevant affiliations, alignment with quality marks, or
endorsements from other health service or state agencies
* Ability to provide value for money
* Breakdown of timeframe for delivery and all costs associated with
this work, including fees, expenses and VAT
* Contact information for two referees with whom the applicant has
provided a similar service
* Any other relevant information

The successful organisation will be required to produce a current
valid Tax Clearance Certificate.

TIMEFRAME:

The work will be carried out an annual basis. The training schedule
will be reviewed and agreed on a quarterly basis with the HSE Resource
Office for Suicide Prevention in Community Healthcare West.

BUDGET AND PAYMENT ARRANGEMENTS:

This is a fixed price contract, with a budget of ?**Apply on the

website** i.e. split across quarterly invoices.

per year will only be charged if incurred on intended use i.e. access

REPORTING ARRANGEMENTS:

The successful candidate will be managed by the HSE Resource Office
for Suicide Prevention and supported by the Connecting for Life
Suicide Prevention Action Plan for Galway, Mayo and Roscommon Training
Sub-group.

SELECTION CRITERIA:

The HSE is not bound to accept the lowest or highest tender. The HSE
reserves the right neither to proceed with the tender nor give reasons
for its decision. The HSE will not be responsible for any costs
incurred in the preparation of unsuccessful expressions of interest.
