POSITION: Policy and Campaigns Manager
OFFICE BASE: Dublin (and remote)
REPORT TO: Director of Public Policy
LINE MANAGER FOR: Policy Officer, Campaigns Officer (plus potential
future recruits)

OVERALL PURPOSE & LEVEL:

The overall purpose of the work will be to win policy change and
positively influence public opinion to strengthen trust and support
for our sector whilst maximising both member mobilisation and
engagement as well as the involvement of colleagues from other teams
according to their areas of expertise. This is a changed role within
the Public Policy team (previously it was a ?Campaigns Manager?)
and, like all roles in The Wheel, it will evolve over its first year.

The post holder will be at the level of ?Manager? in The Wheel
which is a level reporting directly to a ?Director? level staff
member, in this instance, the Director of Public Policy.

MAIN RESPONSIBILITIES & DUTIES:

The primary focus of the work will be to maximise the effectiveness of
the community and voluntary sector?s voice through identifying,
driving and delivering on The Wheel?s public policy, member
mobilisation and campaigning objectives.

The responsibilities include, but are not limited to the following:

* Ensure coordination and planning of the work of the Public Policy
Unit (and its engagement with other units and the CEO); the Policy
Subcommittee of the Board; and relevant policy-related member-forums
(such as CEO networks etc.) is done in a proactive way, so as to
achieve work plans and objectives.
* Provide line management, supervision and support to assigned staff
in line with The Wheel?s HR strategy and organisational culture
* Support and coordinate the work of staff (throughout the
organisation) engaging in public policy work / external policy forums
so as to achieve The Wheel?s public policy and campaigning
objectives. i.e. Build an effective internal team to both assist in
identifying opportunities for increased impact as well as to actually
deliver optimum impact. Ensure integration between the work done in
the organisation to support Member Networks and the work to advance
our public policy objectives ? liaising with the Member Engagement
Manager.
* Ensure coherence of European public policy objectives, social
economy / social enterprise policy objectives and National Training
Fund policy objectives with The Wheel?s general public policy,
campaigning and communications programme.
* Lead and manage public-policy media and event campaigning
including public awareness campaigns, pre-budget campaigns, and
occasional election campaigns (local, general, European and
Presidential), that effectively mobilise and engage The Wheel?s
members in advancing shared objectives and which synchronise and
integrate with necessary public affairs actions.
* Support, and also lead out on the formation and support of,
coalitions and partnerships with other organisations for public policy
or campaigning purposes as required. Build a personal network of
relationships and contacts across the broader sector.
* Ensure strategic engagement with the media and continuously build
strong and supportive relationships (a shared responsibility with
Communications Manager). Proactively and collaboratively liaise with
The Wheel?s Communications Manager around media engagement,
production of campaign materials and collateral, and effective social
media campaign elements. Respond authoritatively to media developments
on a day-to-day basis - working in close collaboration with the
internal communications team which works to the Senior Operations
Manager.
* Manage, coordinate and create a wide variety of fresh and
compelling public policy content for The Wheel?s website and social
media channels; draft opinion pieces, incl for relevant spokespersons,
and for reports and briefings. Oversee the production of publications
(in association with the Communications Manager) and ensure a regular
stream of public policy related comment and opinion oriented to engage
key target audiences and enhance member engagement.
* Represent The Wheel on relevant external forums as and when
required, such as the Community and Voluntary Pillar and at meetings
with the Department of Rural and Community Development (and other
departments / agencies) strategy implementation groups etc
* Support the Director of Public Policy (deputising as required),
the Public Affairs Adviser, and the CEO, generally - and in particular
in engagements with members of the Oireachtas, government and
political parties. Draft any briefings, letters or reports as may be
required.
* Liaise with internal communications staff and external contractors
as required to deliver comprehensive public-policy communications and
campaigning objectives
* With the support of the Business Development team be cognisant and
actively open to opportunities to find funding, and funders who can
support the advocacy, campaigning, and research work of The Wheel.
* Undertake any other tasks that are needed, and which are aligned
with The Wheel?s purpose and mission, to support the delivery of the
public policy and communications objectives.

PERSON SPECIFICATION

_ESSENTIAL EXPERIENCE & KNOWLEDGE:_

_Management skills:_

* Experience of managing complex projects and managing their time,
quality and budgets over a multi-year time frame.
* Staff, contracts and volunteer management experience.
* Experience of public sector and charity partnership work (at local
or national levels).

_Policy development_

* Experience of engaging with committees / forums / networks /
coalitions, hearing inputs and requirements and generating / writing
policy positions on that basis
* Experience of engaging with the state?s policy development
system and political system (public service, Oireachtas etc) to
advocate for policy change
* Experience of engaging with the media to advance specific policy
or communications/campaigning objectives

_Communications:_

* Experience at developing and delivering high impact messages and
content.
* Experience of writing engaging campaigning and communications
material,
* Excellent face to face presentation skills.
* Experience of local, regional and national media interviews.

_Campaigning and influencing:_

* Experience of managing campaigns
* Experience of using research within campaigns and communications.
* Experience of mobilising people and groups to take action.
* Experience of developing and managing a network of contacts at all
levels, including building new relationships and representing an
organisation at events.

SKILLS AND ABILITIES REQUIRED:

* Confident personal style, able to engage and build relationships
with a range of audiences, including local community organisations,
national charities and everything in between as well as with business,
media, elected politicians, charity trustees etc.
* Excellent communication skills: written, verbal and presentation.
* Ability to problem-solve, think of creative solutions and choose a
range of options to solve problems in project management and
relationship building scenarios.
* Strong ability to think strategically and execute tactically.
* Networking, relationship building, diplomacy and interpersonal
skills.
* Ability to work effectively on own initiative.
* Must be capable of working as a team player; be highly motivated,
enthusiastic and bring people with you.
* Commitment to and understanding of working within a voluntary
organisation in an inclusive manner.
* High motivation, positive disposition and flexible attitude in
response to organisational change and development.
* Excellent ability to use all standard computer software, as well
as standard social media platforms e.g. LinkedIn, Facebook, Twitter.

The annual gross salary for this role is in the range of ?**Apply on
