POSITION TITLE: QUALITY & STANDARDS COORDINATOR - HOMELESS SERVICES

PROGRAMME: Practice Development - Homeless Services

THE EMPLOYER: Crosscare, Clonliffe College, Dublin 3. Crosscare is the
social care agency of the Dublin Diocese and is a registered charity.
Crosscare delivers services with a servant leadership ethos.
Crosscare?s Homeless Services operate a range of residential
services targeting adults experiencing homelessness. The section also
includes peer led services which support people reaching their full
potential, currently through CLAN and The Community College.

REPORTS TO: Practice Development Manager

THE ROLE:

THIS ROLE IS A CRUCIAL ROLE IN CROSSCARE?S HOMELESS SERVICES WITH
THE AIM OF ACHIEVING AN EXCELLENT STANDARD OF SERVICE PROVISION
THROUGH COMMUNICATION WITH ALL RELEVANT STAKEHOLDERS. THE BRIEF OF
THIS ROLE COVERS A WIDE RANGE OF DEPARTMENTS, NOTABLY HOMELESS
SERVICES, PRACTICE DEVELOPMENT, HR, SOCIAL POLICY AND FINANCE.

THE KEY AIM IS TO SUPPORT HOMELESS SERVICES IN DELIVERING A CULTURE OF
PERSON-CENTRED CARE IN THE MOST EFFECTIVE MANNER IN CROSSCARE?S
HOMELESS SERVICES BY:

* Developing, implementing and reviewing a consistent set of homeless
services policies, procedures, standards & guidelines (including
templates) to ensure a safe, caring and stable environment for all
Crosscare?s Homeless Services residents and ex residents.
* Supporting the implementation of the National Quality Standards
Framework for Homeless Services and develop additional guidelines as
required.
* Co-ordinating and supporting the management of the Homeless
Services Relief Panel including recruitment, supervision and
induction.
* Acting as a support to the Homeless Services Senior Manager,
Project Leaders, Deputy Project Leaders and teams through regular
communication; assisting them to provide leadership and motivation,
conducive to good staff relations, promoting an ethos of quality
practice, professionalism, accountability and ongoing learning. This
will include attending all relevant meetings.
* Identifying and bringing to the attention of the Manager any
issues or concerns about any area of service delivery.
* Assisting the Manager to identify training and development needs
across Homeless Services and to implement a training plan to ensure a
consistent and learning approach across all projects.
* As part of the Practice Development team, ensuring the
implementation of evidence informed practices and training. Supporting
Homeless Services with the implementation of strategic objectives.
* Participating as requested in System Analysis Investigations
following critical incidents, including Deaths in Services, and
reporting as appropriate any learning or change in practice required.
* Coordinating information on and identifying barriers and trends in
Homeless Services through the monitoring of blocks and gaps forms and
other feedback mechanisms.
* Liaising with the Manager for Advocacy and Policy in relation to
issues arising in Homeless Services and coordinate Homeless Services
response as agreed.
* In agreement with the Homeless Services Managers, lead on the
recruitment process for homeless services staff in collaboration with
the HR Department.
* To update job descriptions, recruitment interview questions, and
scoring sheets for the recruitment process on an on-going basis, in
line with relevant registration legislation.
* Liaise with the Finance Department in relation to personnel
changes ensuring consistency across Homeless Services.
* Coordinate the completion of relevant Homeless Services Service
Level Agreements in conjunction with the Project Leader and Senior
Manager.
* Monitor and evaluate service outcomes and quality - making
recommendations relating to service development and assist in service
development plans being implemented.
* To liaise with any relevant external agencies (including the
DRHE/PASS office) when necessary on relevant matters.
* Meet and liaise with the Manager/Senior Manager on a regular
basis, including for monthly supervision.
* Attending individual project meetings as required to support the
aims of the role.
* Support the Manager/Senior Manager in his/her role and comply with
all reasonable requests.

ESSENTIAL EDUCATION AND EMPLOYMENT REQUIREMENTS

* A minimum NFQ Level 7 Degree qualification in Social Care, Social
Work, Addiction Studies or equivalent.
* A minimum of 3 years post qualification work in a relevant field
which must include a minimum of 2 years working in the homeless
sector.
* Experience in a Leadership role which should include the provision
of formal supervision and management of staff.

ESSENTIAL COMPETENCIES

* A commitment to providing the highest possible level of service to
people at risk of homelessness, who are experiencing homelessness or
who have experienced homelessness
* A demonstrable commitment to full stakeholder participation and a
peer led approach
* Organising, planning and problem-solving skills.
* A high standard of report writing
* Excellent interpersonal and communication skills.
* In depth knowledge of relevant sectoral policies and procedures
that are applicable to Crosscare?s Homeless Services, including the
PASS system and Rebuilding Ireland.
* A demonstrable ability to objectively analyse and report on trends
in services
* Proficient in computer skills
* An ability to lead and motivate peers and colleagues at all
levels.
