ROMA EDUCATION PROGRAMME - INVITATION TO TENDER

1. INVITATION TO TENDER

Cairde wishes to engage suitably qualified consultants/ researchers to
conduct an independent and objective evaluation of its Roma Education
Programme. This evaluation should assess the design and implementation
of the programme, identify strengths and areas of improvement, as well
as potential elements for replication.

2. ABOUT CAIRDE

Cairde is a non-governmental organisation working to reduce health
inequalities among ethnic minorities and supports the participation of
minority communities in enhancing their health. Cairde works through a
rights-based approach, believing that the absence of equality and
respect for human rights is correlated to the existence of health
inequalities. Cairde, by adopting a community development approach,
supports new and existing community-based groups in taking an active
role in the analysis and redress of the issues affecting them, as well
as providing individual advocacy and information to ethnic minorities.
Cairde was founded in **Apply on the website** and now operates two
Health Information and Advocacy Centres, one located in Dublin?s
North Inner City and the other located in Balbriggan, Co. Dublin.

and advocacy to a significant and increasing number of Roma families
and individuals in Dublin, Balbriggan, and nationally.

3. ROMA EDUCATION PROGRAMME

Cairde?s Roma Education Programme aims to support Roma inclusion in
Irish society by coordinating online classes in ESOL, computer skills,
and other general topics. The programme brings together a group of
Roma in a culturally appropriate environment to build their everyday
reading, writing, numeracy, and digital skills. This initiative aims
to empower Roma in their interactions with employers, health services,
and statutory bodies in general. This programme is funded by the
Department of Children, Equality, Disability, Integration and Youth.

PROJECT OBJECTIVES:

* Bring together a group of Roma to learn new skills in a comfortable
and non-judgemental environment.
* Deliver an online training programme that is participant informed
and culturally appropriate, with a key focus on ESOL, literacy,
numeracy, and computer skills.
* Develop links with relevant organisations and public services to
increase Roma access to basic rights and entitlements.
* Develop links with relevant organisations to explore employment
opportunities for Roma participants.
* Explore possibilities in establishing a Roma Social Enterprise
based on participants? skills and interests.

4. EVALUATING THE ROMA EDUCATION PROGRAMME

An external evaluation of the programme is a funding requirement and
Cairde would like to undertake an independent evaluation of the Roma
Education Programme to assess the design and implementation of the
programme, identify strengths and areas of improvement, as well as
potential elements for replication.

For this we are suggesting a mostly qualitative approach, including
consultations with staff, tutors, participants, and other key
stakeholders.

The aim of this evaluation is to help ensure Cairde?s work with Roma
continues to be underpinned with evidence and good practice.

In summary, Cairde proposes the evaluation does the following:

* Captures the demographic of the Roma participants
* Assess the design and implementation of the programme
* Identifies areas of strength and success
* Identifies areas for improvement and refinement in service
delivery
* Summarises the programme model/components
* Produces a final report that will address the aforementioned
components.

Proposals can also include how the evaluator may be able to support
Cairde to assess the impact of the Roma Education Programme, and what
learnings can be integrated into the wider work of the organisation.

5. MANAGEMENT OF THE RESEARCH PROCESS

Cairde?s Roma Project staff will oversee the research process and
this will involve finalising and approving the methodology of the
evaluation. Cairde staff may also advise and support the research as
they carry out the evaluation, for example with coordinating
consultations and other aspects.

The evaluation process will begin in August **Apply on the website**
and will be completed by November **Apply on the website**. Cairde
staff and the chosen candidate will meet to determine the number of
hours of work this will take.

6. FORMAT OF TENDERS

Cairde will select the researcher to carry out the evaluation and
applicants should submit a tender document which includes the
following:

* Contact details of the applicant and any other members of the
research team
* A copy of the applicant?s Tax Clearance certificate, or a
statement from the Revenue Commissioners confirming suitability on tax
grounds.
* Outline of the relevant qualifications and experience of the
applicant, including examples of published work if possible.
* Understanding of current data protection legislation.
* Research methodology: overview of proposed methodology and
approach.
* Approximate timeline
* Outline of costs

The applications should include proposed budget/ costs for the
evaluation and a current CV with outline of previous work.

7. SELECTION OF A CONSULTANT AND ASSESSMENT CRITERIA

The consultant should possess, to a significant extent, the following
expertise and skills:

* ?Minimum two years? experience of research/ consultancy work
* Experience working with minority ethnic groups
* Minimum of three years? experience of working with the
community/voluntary/statutory sector

8. TERMS AND CONDITIONS

* Cairde will retain sole ownership of all end-products including,
but not limited to, data, reports, or other documentation.
* The contractor?s work will be acknowledged by Cairde in any
materials produced based on the evaluation.
* Any conflict of interest involving the contractor and Cairde?s
staff or relatives must be disclosed in the application for tender.
* Cairde reserves the right to seek additional information while
processing applications and shortlisting for interviews.
