EVALUATION OF SHINE?S PEER SUPPORT GROUPS AND RECOVERY EDUCATION ?
TERMS OF REFERENCE

1. BACKGROUND AND CONTEXT OF THE EVALUATION

Shine is a national organisation dedicated to supporting people
affected by mental health challenges. Our vision is of an Ireland
where all those with mental health challenges have the right to
recovery and the opportunity to Achieve the best quality of life. We
work specifically with people with self-experience of mental health
challenges and with family members and supporters.

Core to Shine?s history and work is the provision of safe,recovery-
orientated, community-based peer support groups for individuals and
family members. The purpose of these groups is to decrease isolation,
stigma, and increase an individual?s feelings of connectedness,
hope, identity, meaning and empowerment.

Across the country, Shine currently has **Apply on the website**
in-person peer support groups for individuals with lived experience of
mental health difficulties, supporting an average of **Apply on the
website** people per year.

We also have at present 8 in-person family peer support groups,
supporting an average of **Apply on the website** family members per
year.

These groups are facilitated by Shine peer facilitators who have their
own lived experience as well as extensive training and knowledge in
recovery. The facilitators are supported by Shine staff to fulfil this
role.

Our newest development is the provision of safe and recovery
orientated ONLINE peer support groups as follows:

* Introduction to Peer Support (4 weeks duration) ? 8 groups per
year
* Recovery Support (8 weeks in duration) ? 4 groups per year
* Monthly Recovery Maintenance Support groups ? **Apply on the

Each group caters for a maximum of **Apply on the website**
participants and session attendance consists of, on average, 8 ?
**Apply on the website** participants. Shine peer facilitators
facilitate these groups. They are accessible to any person in Ireland
and delivered through Zoom with ongoing support provided to
participants via e-mail.

2. PURPOSE OF THE EVALUATION

As part of an overall organisation review Shine seeks to develop a
clear model and framework for our support group provision, bringing
together the different strands into a cohesive offering for all who
use our services.

3. OBJECTIVES OF THE EVALUATION

* Propose a suitable framework for support group delivery in Shine.
* Identify learning opportunities and best practice in relation to
peer group support)
* Develop a robust outcome framework for groups in Shine.
* Make recommendations on future direction of Shine support groups.
* Research progressive models in peer group delivery.

4. METHODOLOGY

We envisage a mainly quantitative approach to this evaluation
including a wide literature review on the latest evidence based
thinking in this area. We would recommend the use of surveys if
linking in with staff and participants and analysis of existing data
from Shine?

5. TIMEFRAME

It is envisaged that the work will be commissioned by September
**Apply on the website** and will be concluded within a 3-month
timeframe. The laws of Ireland will govern the contract.

6. MANAGEMENT OF THE EVALUATION

Selection of a contractor will be made at the discretion of Shine.
Shine National Operations Manager Caroline Norris will lead Day to day
management of the contract. The successful contractor will also work
closely with Regional Team Leaders and other Shine staff as required.

7. FINAL OUTPUTS

* A proposed Framework for support group delivery in Shine
including:A document outlining findings and recommendations in
relation to the delivery of support groups in Shine.
* A power point presentation to Shine staff with highlights from
findings
* Research attachment including Literature Review, List of
interviewees , Bibliography, etc.

8. BUDGET

The budget available for this project is ?4,**Apply on the website**
(inclusive of VAT) including a daily consultant fee and a contribution
towards communications.

9. EXPRESSIONS OF INTEREST

Expressions of interest should be submitted and contain the following
information:

* Name, address, telephone number and email address of researcher,
* Brief curriculum vitae of the individual to be engaged in the
research (maximum 2 pages),
* An outline of the proposed approach to the project, including
relevant experience in similar field of work, methodology and a brief

project is completed within the agreed timeframe
* Proposed fee for the project (indicating VAT if relevant)
* A sample or links to relevant similar work where researcher has
been main author
* Details of two relevant referees for contracts undertaken within
the last three years in similar research projects.
