JOB TITLE: HR MANAGER

REPORTING TO: CEO

LOCATION: Located in Cabra, with expectation of travel across the
wider organisation

SUMMARY:

As part of Reach Deaf Services continual drive for higher standards of
professionalism and good governance, we are seeking a Temporary HR
manager to cover a period of maternity leave. The person will continue
to deliver these standards across Reach Deaf Services operations in
the area of HR. The role holder will manage a small HR team and be the
main point of contact for HR matters within the organisation.

The primary areas of focus will be keeping abreast of any upcoming
legislative matters & HR Policy, review of pay ranges, implementing a
structured training and development function, engaging with employee
unions and inputting into the. The person will work closely with
service managers and others across the operation to implement policies
and ensure that there is a plan and process to accommodate changes.

To be successful in this position you will be a curious, driven and
analytically minded individual with knowledge & experience of
governance/regulatory matters within HR and a wider organisational
setting. An understanding of remuneration regulations would be ideal.
You will be able to look at things from a different perspective and be
confident owning HR Policies.

DUTIES AND RESPONSIBILITIES:

Below are the key areas of responsibility;

* Deliver a professional HR service across all areas of Reach Deaf
Services
* Be fully abreast of all current HR legislation and ensure changes
implemented appropriately within Reach Deaf Services
* Identify training and development needs within the organisation
and ensure consistent practices are applied in a professional manner
supporting HIQA standards and also leading towards future requirements
from CORU and other legislative bodies facilitating the delivery of a
Professional service across the organisation
* Provide support and guidance to the CEO with regard to any
staffing/ employment issues and any changes in legislation around HR
* Oversee Garda vetting procedures for the organisation ensuring all
staff are correctly vetted and records maintained.
* Oversee the management of the recruitment process in partnership
with the wider HR department for services.
* Oversee the quarterly review of the organisations risk registers
and any required mitigants put in place

OTHER DUTIES

* Attend relevant internal and external meetings/training as required
* Participate in internal supervision and performance management
process
* To adhere to all Reach Deaf Services policies and procedures

KEY REQUIREMENTS:

QUALIFICATIONS/REQUIREMENTS

* Appropriate qualification in Human Resource Management leading to
membership of CIPD
* Competent in ISL to a minimum of QQI level 4 or willingness to
learn ? this will be funded by the organisation
* Willingness to undertake additional professional learning in the
area of HR
* Knowledge of Data Protection
* Knowledge of HSE/ Public Sector pay scales and requirements of
funder expectations

EXPERIENCE

* Comprehensive knowledge of HR policies and procedures and track
record of implementing same
* Experience of writing and implementing organisational policies
* Proven track record in influencing at a senior level within an
organisational setting
* Experience of delivering training programmes
* Background in implementing Performance management systems
* Experience of dealing with Trade Unions to deliver best outcomes
for staff and organisation
* Experience of Garda vetting procedures and child safeguarding
procedures

SKILLS

* Ability to lead and manage a small team of individuals
* Ability to work under own initiative and as part of a team and be
self-motivated
* Ability to work under pressure with a varied group of people
* Good personal organisational and time management skills
* Ability to evaluate how effective your practice is using feedback
from colleagues
* Strong communication skills
* Understanding and respecting confidentiality
* Have a flexible approach to work
