MANAGER

JOB DESCRIPTION

This job is funded by POBAL under the Community Services Programme

The successful candidate will ensure the delivery of an effective
community development service in the areas serviced by Drumsna
Development Association CLG. This will be achieved through the
management and development of services delivered by the Community
Centre as directed by the Board of Directors.

KEY DUTIES AND RESPONSIBILITIES:

COMMUNITY DEVELOPMENT:

* Promote, maintain, and develop the potential of the Community
Resource Centre in line with the objectives of The Board of Directors.
* Liaise with and develop sound relations with other Voluntary
Bodies, groups and individuals involved in the field of community
development.
* Contribute, in collaboration with the Board of Directors, staff
and other relevant groups, to the development of programmes which
address the needs of the community.
* Undertake a key role in the public relations activities of Drumsna
Development Association CLG.
* Develop constructive and sound relationships with Local
Authorities, Government Departments and other Agencies.
* Represent Drumsna Development Association CLG on such external
bodies or associations as are deemed appropriate by the Board and to
maximize opportunities to influence policy makers.
* Promote and market the Resource Centre as a community enterprise.

STAFF MANAGEMENT & DEVELOPMENT:

* Lead, motivate and direct the Centre?s staff, to ensure that
agreed objectives are achieved.
* Responsible for the day to day running of the Centre.
* Assess and utilise the skills of the Centre?s staff. Allocate
special projects and the responsibility for their delivery to
appropriate members of staff.
* Assist the Board in the development of an appropriate Staff
Supervision System, Staff Appraisal Scheme and Recruitment procedures.

REPORTING:

* Prepare and present to the Board of Drumsna Development Association
Limited appropriate papers/reports on the development of services
within the Centre.
* Prepare a monthly financial report to the Board in advance of the
monthly meeting for discussion at the meeting.

* Administration and reporting associated with:

* The Community Services Programme as required by POBAL
* HSE reporting requirements.

FUNDING:

* Pursue, with the various Authorities/Bodies and other sources of
funding or grant aid, the provision of sufficient resources to enable
Drumsna Development Association to meet its current objectives and
future plans and to report regularly on developments/progress to the
Board.
* Ensure the project operates and delivers a value for money service
and that each project /campaign / initiative works within its
budgetary limits.
* Work closely with the Board?s Financial Officer/Administrator in
the development of annual capital and recurrent budgets, budgeting
arrangements and business plans and to meet with the Treasurer and
Financial officer on a regular basis to appraise progress and, where
required, recommend change to the Board.

GENERAL:

* Have a high level of personal integrity and loyalty to Management
and Staff.
* Carry out any other duties as agreed with the Board.
* Ensure the overall objectives of the Board of Directors are
achieved.
* Ensure a coordinated and integrated approach is taken to the
development and implementation of programmes operating in the Centre.
* Ensure appropriate management information systems and performance
indicators are developed, implemented and managed to reflect and
support the current and future needs of Drumsna Development
Association CLG.
* Responsible for co-ordination and management of the Centre through
the Board and staff, encompassing teamwork and participation.
* Maintain and develop existing and new cross border links and to
promote joint ventures.
* Develop in conjunction with the Board a long term strategic plan
to reflect the philosophy and objectives of the community.
* Manage situations and crises of major issue to the Project and to
keep the Board fully informed.
* Maintain appropriate standards of Health and Safety and ensure
adherence to the Centre?s Health and Safety policy.

REQUIREMENTS:

EXPERIENCE:

* A minimum of 3 years? experience working (paid and/or voluntary)
in community development or a related field.
* Experience of staff management.
* Experience of working with local and national agencies.
* Experience of financial management

QUALIFICATIONS:

A relevant third level qualification e.g. Bachelor?s Degree in
Business, Management or Administration, Social Care/Community
Development

SKILLS:

* Proven skills and abilities in research, analysis and report
writing.
* Proven skills in training, facilitation and group work.
* An ability to work in co-operation with others and as part of a
team.
* An ability to work on own initiative, be innovative and able to
problem solve.
* Excellent interpersonal and facilitation skills.
* A high level of skill in administration and computer packages and
sound financial experience.
* A current full driving license and own transport.

KNOWLEDGE OF THE FOLLOWING WOULD BE ADVANTAGEOUS:

* Community development principles and issues relating to
marginalised rural communities such as poverty and social exclusion.
* Appropriate support & training requirements of community groups.
* Funding and grant awarding agencies.
* Current issues relevant to border communities.
