CAPTURING THE LEARNING FROM THE TRAVELLER WELLBEING THROUGH CREATIVITY
PILOT INITIATIVE - A REQUEST FOR TENDER FOR AN EVALUATION

HSE Health and Wellbeing invites applications from suitably qualified
and experienced consultants/ organisations to undertake an evaluation
of the Traveller Wellbeing through Creativity_ _pilot initiative. This
is a multi-agency funded initiative launched in **Apply on the
website** to relevant groups and organisations to pilot a number of
creative arts projects focused on promoting Traveller health and
wellbeing. The intention of this initiative is to expand or extend the
reach of existing projects focused on improving Traveller health and
wellbeing through the medium of arts and creativity OR to develop new
projects based on available learning and good practice. Grant funding

initiative. Projects are at the early stage of commencement and will
run until the end of December **Apply on the website**.

The aim of the initiative is to promote Traveller health and wellbeing
through the delivery of impactful creative arts projects which
demonstrate potential for replication. As this is an exploratory pilot
initiative, a process evaluation is important to aid understanding of
feasibility of implementation and to inform any future development of
this initiative beyond the lifespan of the current initiative. The
process evaluation will capture who engaged in the initiative and how,
the range of activities people engaged in, how the initiative worked
in practice, the challenges and enablers to success, and any learning
on ethical approaches to creative arts initiatives with Travellers.
The process evaluation should also capture learning on the application
and reporting processes and on how these could potentially be improved
or made more culturally appropriate, giving due consideration to the
requirements of the DPER grant circular.

The project partners are also keen to understand whether outcomes were
achieved in the short lifespan of these projects. These may include
enhanced pride in Traveller identity, increased social capital,
increased interest in and enjoyment of the arts, increased confidence
and skills in developing conducting managing and embedding arts and
creativity activities, and enhanced feelings of Traveller culture
being valued. Outcomes should be considered from the following
perspectives:

* The primary producer and co-producers of the creative initiatives
* The target audience for the creative initiatives and any wider
community engagement, and/or
* The host/host venue of the creative initiatives
* Any unanticipated outcomes

It is envisaged that the successful applicant will work
collaboratively with the five successful projects for a four month
