_OBJECTIVE:_

The International Organization for Migration in Ireland (IOM Ireland)
invites applications from consultants to conduct research on the
experience of policing in Ireland amongst migrant communities. The
research will examine, via needs assessments, the perception of An
Garda Siochana among these communities and the levels of mutual trust.
The results of the research will be used to develop operating
procedures to enhance the response of An Garda S?och?na to
incidences of DSGBV among these pre-identified target communities.

_PROJECT TO WHICH THE CONSULTANCY IS CONTRIBUTING:_

The Protect III project is funded by the Department of Justice and
aims to assist vulnerable migrants, particularly victims of
trafficking and DSGBV. It contains a number of elements and activities
relating to cultural mediation and cultural competency training,
counter-trafficking and community policing. The community policing
strand relates primarily to enhancing awareness among migrant
communities of the work of An Garda Siochana; improving levels of
trust to encourage the reporting of incidents of DSGBV and to enhance
responses to such incidents. Focus should be on any existing best
practice and using the research results to develop operating
procedures for use by An Garda Siochana. The development of community
policing fora also forms part of the aims of Protect III and the work
should be in line with the recently published ?Zero Tolerance: Third
National Strategy on Domestic, Sexual and Gender-Based Violence

statutory agency on domestic sexual and gender-based violence to be

_CORE FUNCTIONS / RESPONSIBILITIES:_

The key responsibility will be to carry out the research element of
this project to respond to the research questions, which may be
refined and finalised by the researcher(s) during the inception phase.
It is expected that a mixed methods approach would be undertaken for
the study, combining quantitative and qualitative tools. It is also
anticipated that tools used to assess knowledge, attitudes and
practice, could be used within the research.

Given the focus on pre-identified migrant communities. It is
anticipated that the researcher(s) will liaise with the individuals,
organisations and groups who have been pre-selected by IOM.

As the subject matter of the study is sensitive and may carry some
ethical risks, the researcher(s) will need to draft guidelines that
includes considerations regarding gender, violence, safe spaces and
service provision.

_THE PARTICULAR TASKS THEY WILL BE REQUIRED TO CARRY OUT ARE:_

* Desk research of existing legal framework in Ireland on community
policing and DSGBV
* Analysis of community history which is being surveyed (for how
long they have been present in Ireland, what is their average level of
qualification, age, etc)
* Analysis of the Garda officers profile (qualifications, profiles,
if possible profile in terms of immigrant background and languages
spoken) in the area assessed
* Review and assess existing evidence of perceptions among migrant
communities of An Garda Siochana and levels of mutual trust, and how
these can impact on DSGBV reporting rates
* Design the sampling framework and data collection tools to be used
* Collect data from the pre-identified migrant communities (either
through direct fieldwork or coordinating local data collectors and
analyse data.
* Present community specific interim findings and recommendations to
* Present research findings for validation.
* Shape the design and development of standard operating procedures
and best practice to improve the response of An Garda Siochana to
incidents of DSGBV among the target communities
* Produce proposals as to the establishment of community policing
fora among the target communities with a particularly emphasis on
DSGBV awareness and reporting
* Produce a final report.

_TIME FRAME:_

The consultancy is expected to commence in November **Apply on the
website** and to conclude prior to the end of the Protect III project

_REQUIRED QUALIFICATIONS AND EXPERIENCE:_

EDUCATION:

* Master?s degree in Law, Criminology, International Human Rights,
Social Science or related discipline.
* At least 7 years of experience in research with specific expertise
in the requirements outlined above.

EXPERIENCE:

Research can be undertaken either by individual research
consultant(s), an academic institution or research consultancy firm
with relevant expertise in:

* Conducting research on policing, migration, DSGBV and/or migrant
communities and how these can intersect with issues of trafficking and
exploitation
* Designing quantitative and qualitative research tools,
particularly related to policing (for example, knowledge attitudes and
practice and social connections) and ethical protocols
* Managing research activities in various locations
* Developing action-oriented and practical recommendations on the
basis of research findings.

The consultant/firm is also expected to participate in regular
coordination meetings with project staff and keep them updated of
progress and any challenges faced at all times.

All timelines and dates will be confirmed during the contracting
process.
