_CONTEXT:_

Under the direct supervision of the Chief of Mission in the Country
Office Ireland, the incumbent will assist and coordinate the
implementation of the Displaced Talents for Europe (DT4E) project.
This project was co-developed by IOM and a consortium of partners
composed of Talent Beyond Boundaries (TBB), Fedasil and Alto
Comissariado para as Migra??es (ACM), with the support of Fragomen.
The overall objective of the project is to enable people in need of
international protection in Jordan and Lebanon to connect with
employers in Ireland and sustainably integrate the labour market. The
project will set the foundations for displaced talent mobility schemes
across Europe by i) testing complementary migration pathways,
documenting best practices, ii) identifying areas for policy reform
and iii) engaging the private sector as well as refugee-serving
organisations to support displaced talents to access these pathways.
Such displaced talent mobility schemes do not aim at substituting
traditional refugee resettlement programmes but rather complement them
by dually serving humanitarian purposes and economic aims.

_1. CORE FUNCTIONS / RESPONSIBILITIES:_

I. I. IMPLEMENTATION OF THE DT4E PROJECT

In particular, the incumbent will:

* In close coordination with the Chief of Mission, coordinates the
implementation and follow-up on project activities. This includes
following up on projects? work plans and deliverables, organizing
steering committees, events, etc.
* Assist in supporting the project partners with the implementation
of the project. Liaise with the partners and stakeholders and assist
in the overall project monitoring so that sufficient information can
be provided to the project donor;
* Coordinate with internal units at IOM (finance team, legal team,
etc.) on the DT4E project budget, project contracts, administration,
terms of reference, procurement, privacy, etc.
* Assist in drafting the final narrative and financial reports to be
submitted to the donor;
* Any other tasks as may be required.

II. POLICY SUPPORT AND OUTREACH ON COMPLEMENTARY PATHWAYS AND LEGAL
MIGRATION

* Assist in identifying and suggest possible partnerships with the
civil society (NGOs, diaspora associations, etc.) and other
stakeholders (such as the Irish government, universities and the
private sector) in order to improve knowledge on new complementary
pathways /legal migration initiatives and policies;
* Draft conference presentations and speeches related to
complementary pathways and legal migration for the Chief of Mission;
* Prepare for, participate in and follow up on meetings/conferences
in the field of complementary pathways;
* Provide overall assistance to the Chief of Mission on other
topics, such as labour migration and human development.
* Assist the mission with the development of new projects and
initiatives on labour migration and migration and development. This
includes the drafting of concept notes and project proposals,
identification of donor priorities and funding opportunities.
* Any other tasks as may be required.

_REQUIRED QUALIFICATIONS AND EXPERIENCE_

EDUCATION

* Bachelor?s degree in law, economics, business management, human
rights, social science, or related field from an accredited academic
institution with minimum 3 (three) years of relevant professional
experience
Or
* High School Degree with minimum 5 (five) years of relevant
professional experience

EXPERIENCE

* Proven working experience in managing EU-funded projects (incl.
monitoring and evaluation) and reporting;
* Proven experience with project monitoring and evaluation tools;
* Proven experience with the financial management of projects;
* Proven experience with private sector stakeholders (as a formal
private sector employee or having worked on private sector engagement
projects);
* Experience with multi-country, multi-partner project teams is an
advantage;
* Experience with the integration of refugees in host societies is
an advantage;
* Experience with gender mainstreaming is an advantage.

SKILLS

* Strong organizational and time-management skills;
* Strong communication and diplomatic skills, applied in a
professional environment;
* Ability to work independently against tight deadlines;

LANGUAGES

Fluency in English (oral and written) is required
