_CONTEXT:_

IOM provides technical support in the registration of the Ukrainian
nationals and Third Country Nationals (TCNs) during the main
procedures related to the issuance of the Temporary Protection
certificate in Ireland. Under the direct supervision of the IBM Senior
Project Coordinator or his/her delegate, and the general supervision
of the Chief of Mission, the incumbent will provide administrative and
translation support to the Department of Justice (DOJ) in the
Registration Centres of Dublin Citywest, Limerick and Cork, as
assigned.

_CORE FUNCTIONS / RESPONSIBILITIES:_

* Info provision on Temporary Protection Directive (TPD) to Ukrainian
nationals and TCNs.
* Collection, verification and support in the examination and
translation of the documentation and certificates held by Ukrainian
nationals/TCNs applying for TPD in Ireland - from Ukrainian/Russian to
English-, in full compliance with the IOM Data Protection Principles.
* Interviews? conduction in Russian/Ukrainian or English language
to the Ukrainian nationals and TCNs fleeing Ukraine and applying for
TPD, mainly related to the beneficiary place of residence, journey,
routes, personal history and vulnerabilities for following DOJ?s
evaluation, in full compliance with the IOM Data Protection
Principles.
* Input beneficiaries? data into the systems provided by the
Department of Justice.
* Assist DOJ with data management by amending incomplete and
incorrect records of beneficiaries.
* Process beneficiaries? requests for Temporary Protection
Certificate issuance and voluntary withdrawal.
* Info provision on the Assisted Voluntary Return and Reintegration
program (AVRR) facilitated by IOM to TCNs visiting the Registration
Centres.
* Identification of indicators of possible vulnerable cases during
interviews to Ukrainian nationals/TCNs and referral to DOJ as
necessary.
* Support to minority groups applying for TPD and referral, when
necessary, to competent NGOs, in agreement with DOJ and IOM
Supervisors
* Assist and guide beneficiaries in the completion of different
application forms.
* Accompanying and logistically support the beneficiaries through
the main steps of Temporary Protection application, according to the
local Registration Centre?s set up.
* Support DOJ in the data management of the records collected from
the beneficiaries, through the use of internal DOJ platforms.
* Producing statistics (daily, weekly and monthly) of the work
performed to be submitted to DOJ and IOM Responsible Managers.
* Provide translation and interpretation services to beneficiaries,
as requested by DOJ and IOM as necessary.
* Carry out additional administrative duties as requested by the
Department of Justice and IOM.
* Participate in relevant IOM meetings and trainings.
* Maintain positive working relationships with DOJ and other
stakeholders involved at local level.
* Inform the IOM management of any problems or issues immediately
and regularly make suggestions on how to improve the workflow.
* Take active steps to mitigate fraud and malfeasance, and to
monitor the integrity of records containing individual data.
* Perform any other duties as may be assigned.

_REQUIRED QUALIFICATIONS AND EXPERIENCE:_

_EDUCATION:_

High school diploma with four years of relevant experience;
University degree or equivalent in Political Science, International
Relations, Social Science or related discipline, with minimum two
years of relevant professional experience.

_EXPERIENCE:_

* Experience in working in a multicultural team.
* Experience in asylum seekers and refugees? support.
* Experience in migration and border management.
* Experience in liaising with governmental and diplomatic
authorities and national and international institutions.

_SKILLS:_

* Interpersonal skills (_i.e._ empathy and emotional resilience);
* Intercultural competence and communication skills;
* Capacity to prevent and mitigate conflicts and bridge gaps due to
language misunderstandings, in an objective and impartial manner,
between the beneficiaries and the authorities.
* Good administrative, reporting, and organizational skills
* Good command of MS Office package, with proven experience in Word
and Excel.
* Driving licence B advantageous.

_LANGUAGES:_

* FLUENCY IN ENGLISH AND RUSSIAN IS REQUIRED.
* Knowledge of Ukrainian is considered an advantage.
* Any other IOM official language would be considered as
advantageous.
