Shine: Invitation to Tender - Mental Health in the Workplace


_TERMS OF REFERENCE_

_COMPARATIVE ANALYSIS ? WORKPLACE MENTAL HEALTH GUIDELINES_

_BACKGROUND AND PURPOSE_

Shine is a national organisation providing information and support for
people affected by mental health difficulties. We support individuals
and family members through: (i) individual and group work, (ii)
counselling, training and education led by professionals and peers
(people with lived experience of mental health difficulties or people
who have lived experience of supporting a family member or
relative).Shine is also working towards becoming a key influencer in
the development and implementation of national mental health services
policy, practice and legislation in Ireland, and the reduction of
stigma and discrimination. See Change is the programme of Shine
dedicated to ending mental health stigma.

See Change runs a workplace programme focusing on the need to support
people with personal experiences of mental health problems in the
workplace. The aim is to create a comprehensive and lasting change to
the organisational culture of Irish companies and organisations in
relation to mental health issues in the workplace setting, through
challenging mental health attached stigma, preventing discrimination
in the workplace and supporting managers and employers with legal and
policy guidance.

Different organisations and government programmes & departments have
recently published workplace mental health guidelines including Mental
Health Ireland (?_A Framework for Progressing Mental health in your
Workplace?_), Healthy Ireland (?A_ National Framework for healthy
Workplaces in Ireland?_) and the upcoming ?_Healthy workplaces
webiste_? commissioned by the Department of Health and being
developed by the National University of Galway, amongst others.

Shine would like to embark on a project to advocate key political
leaders and relevant government departments to make workplace mental
health guidelines mandatory across Ireland (in the same way as health
& safety guidelines were made mandatory). This project will be
spearheaded by See Change.

In order to support this advocacy work, Shine is commissioning a
consultancy piece with a twofold purpose:

* To learn from other European countries that have made any elements
of workplace wellbeing policies and frameworks mandatory and track and
replicate their history of success.
* Demonstrate the effectiveness of workplace wellbeing policies and
frameworks on the working population in Ireland, through a comparative
analysis of improvements in organisations that have wellbeing
frameworks, policies and guidelines versus those that don?t employ
any of these elements.

_OBJECTIVES OF THE CONSULTANCY_

* To capture learning from different European countries that have
made workplace mental health guidelines mandatory;
* To suggest how some of that learning could be duplicated in
Ireland;
* To carry out a comparative analysis between workplaces that have
mental health guidelines versus those that don?t focusing on the
wellbeing of the working population;
* To highlight specific examples of the benefits attached to the
implementation of workplace mental health guidelines, for managers and
employees (with and without lived experience of mental health
challenges).

_METHODOLOGY AND SAMPLE RESEARCH QUESTIONS_

* An extensive literature & online review of workplace mental health
policies and relevant legislation in a sample of European countries;
* Selection and description of key research tools (i.e. focus
groups, interviews, surveys) which will examine the views and
experiences from employers and employees;
* Discussing with Shine / See Change staff a list of workplaces to
participate in the research;
* Developing interview & survey questions;
* Collection and documentation of quotes and testimonies;
* Developing focus groups with a sampled number of managers and
employees;
* Facilitation of a focus group with employees to gather their
views, as well as their ideas on the need to make workplace guidelines
mandatory;

The consultancy should be guided but not limited by the following
questions (please note the following questions are included as
examples to be further elaborated by the consultant in collaboration
with relevant staff from Shine and See Change)

* Are there any European countries that have made workplace mental
health guidelines mandatory? What were the processes that resulted in
these decisions?
* Is there any evidence, at European level, supporting the benefits
of making workplace mental health guidelines mandatory?
* Could Ireland learn from the experience of the above-mentioned
countries and if so how? What steps can be taken in Ireland towards
duplicating good practice?
* What are the main challenges expressed by managers for the
development and adoption of workplace mental health guidelines?
* What are the challenges faced by employees with and without lived
experience of mental health challenges, in the absence of a workplace
mental health guidelines?
* What are the benefits of developing and applying workplace mental
health guidelines, both for managers and staff (with and without lived
experience of mental health challenges)

_FINAL OUTPUTS_

* A Power Point (**Apply on the website** slides max) for Shine staff
including main highlights of the research;
* A final research report (to the satisfaction of Shine) including
relevant information in relation to research questions.

_PROJECT BUDGET, INSURANCE AND TAX_

The total budget for this tender is **Apply on the website**,**Apply
on the website** Euros, including VAT and all expenses. Consultant
must oversee own insurance.

_CONSULTANT SPECIFICATION_

Shine encourages applications from individuals with lived experience
of mental health challenges including employees service users, family
members, friends or supporters.

It is recommended for the person hired to undertake this consultancy
to possess the following qualifications and skills:

* Postgraduate degree in a relevant discipline;
* Demonstrated knowledge (through degree or experience) of key
workplace regulations in Ireland;
* Familiarity with disability and mental health policy and
legislation;
* Experience in conducting qualitative research including data
collection through focus groups and interviews and analysis of
qualitative data;
* Strong writing and communication skills;
* Strong relationship management skills;
* Adherence to agreed-upon timeframes and deadlines

_TIMEFRAME_

Shine will aim at finalising recruitment before the end of **Apply on
