CONTEXT: OUTREACH TO EMPLOYMENT INITIATIVE

The Outreach to Employment Initiative focuses on the regeneration of
communities and co-ordinating employment pathways for the people
living in these areas in Limerick. The project is executed by a
multi-stakeholder project team led by the Outreach to Employment
Coordinator, currently based in the Regeneration Directorate, Limerick
City & County Council.

The integrated service approach is delivered via three strategic aims:

* Community Mentorship Programme Development: Recognising and
reducing barriers to employment
* Coordination and Collaboration: Connecting training, industry and
jobseekers
* Governance and Monitoring: Ensuring continued innovation and
development through oversight and progress tracking

The objectives of the Outreach to Employment Initiative are aligned
with the social pillar of the Limerick Framework implementation Plan
(LRFIP). It is to promote access to opportunities for residents of
regeneration areas, reduce the gap between the socio-economic profile
of those communities and the average situation in the city. The
long-term outcome is to reduce social inequalities by increasing
access to education and learning, training, jobs and social
enterprise.

The work of the project team focuses on the regeneration areas at
present. However, the programme will benefit the wider city
indirectly, through innovations and realignments within the employment
support sector, as well as directly as the programme is expanded over
time.

The project team operates both on the ground and at an inter-agency
level.

On the ground, the project team facilitate the coordination of
services and employment opportunities through the development of an
employment pathway programme. At the agency level, the team will work
with partners to coordinate and support the agencies and organisations
working in the labour activation field. This multi-level approach aims
to create lasting and accessible pathways for job seekers and
practitioners alike.

The three strategic objectives of the Programme are:

* Community Mentorship Programme Development: Recognising and
reducing barriers to employment
* Coordination and Collaboration: Connecting training, industry, and
jobseekers
* Governance and Monitoring

The programme is being led by the Council?s Employment Co-ordinator
and supported by the Project team developed in partnership with
existing stakeholders. It builds on the work already done in the
employment pathways field, in particular via the Government?s SICAP
programme, INTREO and projects supported by the Economic and Social
Intervention Fund (ESIF).

The Peter McVerry Trust is a key collaborator of the outreach
employment & activation initiative. The PMVT will actively support the
management and development of this initiative.

KEY OBJECTIVES OF THE ROLE

* To work for Peter McVerry Trust within the authority delegated to
him/her by the Outreach Employment Co-ordinator.
* Engage with communities and individuals within disadvantaged areas
of Limerick and create an integrated service approach that is designed
to equip unemployed men and women with the skills and confidence to
secure employment.
* Plan workloads, allocate tasks, manage appointments schedules and
monitor progress of the initiative against targets; whilst constantly
liaising with the Outreach to Employment Co-ordinator. Establish
special purpose training, arrange for employment opportunities and
provide the necessary support services to ensure sustainable
employment for as many programme participants as possible.
* Ensure the delivery of appropriate and innovative employment
supports to participants. Striving to enhance their personal and
social competencies and increasing their preparedness for progression
towards employment.
* Source, supervise and co-ordinate assigned mentors in the Outreach
to Employment programme and expand the current mentor network.
* Co-ordinate and liaise with key agencies in the field of
employment, education and training.
* Identify, build relationships and work with employers and industry
to create networks and opportunity for employment and training.
* Actively lead team meetings and events on a local and regional
basis.
* To provide support for the LCCC Employment Co-ordinator as
required
* Meet with the Activation & IPS Manager at regular intervals
regarding the progress of his/her work.

KEY TASKS:

THE PRINCIPLE TASKS TO ACHIEVE THE ABOVE OBJECTIVES SHALL INCLUDE, BUT
NOT LIMITED TO:

* To identify and manage key community mentors in each of the
regeneration area and expand the current mentor network.
* Arrange regular meetings with the community mentors and identify
training and upskilling opportunities.
* To identify and reach out to candidates for suitable employment,
ie assess suitability, readiness for work, identify training and
skills required for particular roles.
* Support participant on their pathway to education, training and
employment by ensuring predevelopment work is continued with the
participant.
* Ensure that the participant?s progress is recorded. Keeping
detailed records of employment and activation activities and outcomes,
with metrics for reporting yet to be agreed, whilst maintaining
efficient office and administration procedures.
* Liaise with agencies to ensure participants are entering into
suitable training programmes to match employment opportunities.
* Provide a person-centred approach to training, education &
employment opportunities, special purpose training and provide the
necessary support services to ensure sustainable employment for
participants.
* Monitor progress of each candidate through training into
employment including follow up on career progression and
post-employment support.
* To liaise with Training and Education providers in relation to
available courses and programming details. Work to support and promote
their programmes throughout the communities.
* Work with the Communications team to promote the success of the
programme is reflected on social media platforms. Ensuring that the
ethos of the collaborating agencies is reflected in all
communications.
* Ensure Adherence to and accurate dissemination of safety and
security protocols, including the recording any Incidents / Accidents
that may occur.
* Where necessary liaise with families as appropriate.
* Provide monthly reports on:

1.4 _Employers engagement_
1.5 _Mentor Engagement_
1.5 _Pre-Development Support_

JOBS SPECIFICATIONS PROFESSIONAL KNOWLEDGE AND SKILLS:

* Degree level qualification in Community Development /Youth work,
Teaching or related discipline.
* Minimum 2/3 years? experience in working with vulnerable groups.
Proven experience in Community Development and or creating access to
Education, Training and Employment opportunities.
* Minimum 1/2years? previous management / supervisory experience
* Proficiency in MS office, report writing, data collection,
planning, implementing and evaluating programmes.
* Ability to communicate effectively and appropriately with young
people across the target group age and with the agencies involved in
the programme.
* Ability to maintain confidential information and be discreet when
dealing with sensitive issues.
* Self-starter with the ability to work on own initiative and as
part of a team.
* Full driving licence and access to a car.
