_BACKGROUND:_
The Children?s Rights Alliance is seeking to appoint an external
evaluator to assess a new EU Funded Project being carried out by the
Children?s Rights Alliance and its partners ? ?Building
Children?s Futures ? Using Children?s Rights to Recover from the
Global Pandemic?.
_THE BUILDING CHILDREN?S FUTURE PROJECT:_
The Building Children?s Futures Project will examine the effect of
the pandemic measures on activities and services for children and
young people through consultations with groups of children and young
people that were disproportionately impacted. By working with youth
researchers, Ireland will be used as a case study to document how
child participation structures worked during the pandemic. Best
practice in Covid-**Apply on the website** responses in Europe will be
identified, and the project will explore how Child Rights Impact
Assessments (CRIAs) can embed a children?s rights approach,
including during times of emergency. A prototype CRIA and training
supports aimed at embedding children?s rights will be developed.
Evidence of CRIA implementation will also inform the EU Network for
Children?s Rights work in relation to the EU Strategy on the Rights
of the Child **Apply on the website**. This work will be undertaken by
the Children?s Rights Allaince in partnership withthe Department of
Children Equality Disability Integration and Youth, Tusla the Child
and Family Agency, Eurochild, the University of Galway UNESCO Child
and Family Centre, and Foroige.
The following specific components of the project that will require
quantitative and qualitative evaluation include
* the consultations held with children and young people,
* the research report based on the findings of the youth
researchers,
* the report on best practice use of CRIA in other jurisdictions,
* the prototype CRIA training video and toolkit,
* the pilot training sessions with officials and decision makers,
* two children and young people advisory group meetings;
* the web resources developed as part of the project.
The final evaluation report of the project will be made public.
The evaluation will be completed at short intervals, over the lifetime
of the project, due to be completed by summer **Apply on the

_THE EVALUATOR SHOULD HAVE THE FOLLOWING SKILLSET_
Required criteria:
* Understand participatory methodologies
* Have experience in evaluating similar projects, and
* Employ an outcome-based methodology that comprises a Theory of
Change Approach.
