REQUEST FOR TENDER TO DEVELOP A PLAN FOR THE DEVELOPMENT OF A
CITY-WIDE HORTICULTURE, COMMUNITY GARDENS AND GROWING INITIATIVE IN
LIMERICK

1. INTRODUCTION

Learning Hub Limerick seek to engage a suitably qualified consultant
to develop a project plan for the development of a horticulture,
community gardens and growing initiative in Limerick City.

1.1 BACKGROUND

Learning Hub Limerick in conjunction with other members of Social
Enterprise Limerick, Limerick City & County Council and PAUL
Partnership Limerick have been exploring the possibility developing a
city-wide horticulture, community gardens and growing initiative to
provide growing, training, and social spaces in the city which would
address the following key priorities:

* Encourage more Community Growing Spaces and Initiatives in Limerick
City
* Support community organisations interested in developing new
community growing spaces
* Provide suitable spaces for all levels of gardening and growing
training in the city
* Provide guidelines for maximising biodiversity in garden spaces in
the city
* Work with project partners to develop outline plans for their
community growing spaces/projects
* Encourage project partners to collaborate and work together to
maximise available resources and develop collaborative projects in the
city.
* Explore the potential to develop a city wide sustainable social
enterprise focused on horticulture community gardens and growing and
how this might be achieved

Limerick Community Garden Working Group (LCGWG) has been established
to manage and oversee the project and to provide advice and support to
the project coordinators and consultants associated with the project

1.2 CONTRACT OBJECTIVES

The key objective of the project are as follows:

* Conduct an audit of existing and potential community growing spaces
in Limerick City
* Identify potential project partners and other projects &
initiatives that could benefit from the project
* Develop a 3-year action plan for community growing in Limerick
City
* Explore potential for city wide Social Enterprise focused on
horticulture and community growing
* Assess the viability of creating training and employment
opportunities in community growing

2. METHODOLOGY

The successful tenderer will be expected to meet with the project
steering group to make final decisions around project design and
methodology. However, the project should include the following key
steps:

* An Audit/Mapping exercise for existing and potential community
growing spaces in the city
* Interviews with Social Enterprises and other Community
Organisations with suitable growing spaces

* Interviews with potential project partners and collaborators who
could contribute to and/or benefit from the project, this would
include, but not be limited to:

* Educational and Training Organisations
* Environmental and Biodiversity projects
* Limerick City & County Council
* Appropriate regional, national, and international organisations
and networks
* Social Enterprise Limerick members
* Limerick Food Partnership Members
* Social prescribing
* Migrant & new communities

* The Project Plan will include as a minimum:

* An overview and map of the facilities, locations and organisations
which will potentially be involved in the project
* Recommendations around resources, staffing and budgets required to
sustain the project over a 3-year term
* A draft 3-year action plan for the project
* Recommendations around sources of funding and on-going support for
the proposed project

Recommendations/suggestions from the successful tenderer around
project methodology will also be considered by the LCGWG.

3. RESOURCES PROVIDED

The LCGWG will provide the consultant with advice, guidance, contacts
and support to ensure successful delivery of the project plan.

3.1 BUDGET

The total budget for provision of the project outlined in this tender

3.2 TIMEFRAME

4. TERMS OF THE CONTRACT

4.1 EXPERTISE

Proposals are invited from interested and experienced
individuals/organisations with:

* Experience of developing and delivering project plans as outlined
in this tender.
* Excellent communication, facilitation, and inter-personal skills
* Knowledge and experience of working with Social Enterprises and
Community Organisations
* Knowledge and expertise working in horticulture, community
gardens, training or similar related areas would be a distinct
advantage

4.2 PROPOSAL SUBMISSION:

Proposals should include:

* An outline of the approach – CLEARLY INDICATING HOW YOU PROPOSE
TO DELIVER THE DESIRED OUTCOMES
* Name of applicant(s) and/or organisation with which the current
contract will be placed
* Number, details of roles and input, and expertise of all staff
and/or sub-contractors to be involved in the project
* Cost (including VAT where applicable), broken down by
person-hours/days
* Relevant references
* Evidence of relevant qualifications & experience
* Tax Clearance details
* Evidence of Professional Indemnity Insurance

4.3 PROPOSAL ASSESSMENT

An assessment panel will examine all proposals received. Assessment
criteria will include:

* Clear demonstration and understanding of the brief
* Level, depth, and nature of experience in the area (quality and
relevance of previous work)
* Methodology and approach
* Evidence that they possess the relevant skills and qualifications
* Overall assessment and quality of proposal
* Cost effectiveness
