REQUEST FOR QUOTATION FOR ADVICE INCLUDING DPIA.

The Citizens Information Board is seeking quotations for professional
services to advise on the data protection implications and risks of a
new pilot service offer and to seek proposals on measures that can be
taken to ensure compliance with GDPR legislation for the development
of this service. A DPIA on the new service offer is also required.

CITIZENS INFORMATION BOARD

The Citizens Information Board (CIB) supports the provision of
information, advice, money advice and advocacy services to the public.
Established under the Comhairle Act *, CIB
comes within the remit of the Department of Social Protection. CIB’s
legislative mandate includes ensuring that individuals have access to
accurate, comprehensive and clear information relating to social
services and providing feedback on social policy. CIB provides
citizensinformation.ie and mabs.ie directly to the public. Other
services are provided to the public by the companies funded by CIB,
known as Service Delivery Companies. Currently, CIB funds twenty-two
Service Delivery Companies:

CITIZENS INFORMATION SERVICES

Citizens Information Services (CISs) are among the service delivery
companies that CIB funds and supports. CISs provide free, impartial
and confidential information, advice and advocacy services to the
public. There are eight regional CIS companies covering the following
areas: North Dublin, Dublin South, North Connacht & Ulster, North
Leinster, North Munster, South Connacht, South Leinster and South
Munster.

THE PROPOSED PILOT SERVICE- DIGITAL HELP CLINICS

The pilot service being scoped by the Citizens Information Service and
CIB is a Digital Help Clinic. This Digital Help Clinic will be
available in selected Citizens information Centres to members of the
public and will be provided using Tablets that are Data enabled not on
the networked IT system. The Digital Help Clinics will be targeted
primarily at people who may be at risk of digital exclusion, including
people who do not have or cannot afford to have, their own IT
equipment and/or broadband and people who are not digitally literate.
These people risk being further excluded and isolated as public
services are encouraging a digital first service offer approach.
Citizens Information Centres (CICs) do not currently complete online
application forms for people because of concerns that data will be
retained on the networked IT system. Citizens Information Centres do
not access peoples online portals such as myrevenue.ie and my
welfare.ie on behalf of people for the same reasons and Citizens
Information staff do not assist people apply directly for any
government services that require a payment such as passports and
applications for a driving license.

The objective of the Digital Help Clinic is to pilot an expanded
Citizens Information which will include all of the services described
above.

RELEVANT INFORMATION:

For the pilot the Digital Help Clinics will not be run on the
networked IT system. The service will be offered using Tablets with
in-built Data. Where an Information Officer is accessing a channel
such as MyRevenue, MyWelfare (Dept of Social Protection), Online
Passport service, NDLS for Drivers licences, SUSI, Choice-based
Letting, National Childcare Scheme, etc. they will do so in the
presence of the client requesting the service.

WHAT IS REQUIRED:

The purpose of this quotation is to seek professional services to risk
assess the Digital Help Clinic in advance of delivery and make
proposals on how to establish this service in a manner that is fully
complaint with General Data Protection Regulation **Apply on the

The following is sought:

* A review of the current Citizens Information Service Data
Protection Polices and Procedures and the provision of an expert
opinion on whether the current policies are sufficient to cover an
expansion of the Citizens Information service offer to include the
Digital Help Clinics as described above.
* If required propose additional or new wording or amendments in
writing to update the current Citizens Information Service Data
Protection Polices and Procedures to support the development of the
Digital Help Clinics and ensure this service can be made available in
a manner that complies with General Data Protection Regulation **Apply

* Provide a written Data Protection Impact Assessment (DPIA) on the
Digital Help Clinics which will be provided off the Citizens
Information network and using Tablets that are Data enabled.
* Provide a written expert opinion on the adequacy of informed
verbal consent to access on behalf of and in the presence of a client,
their (the client) online government platforms such as my welfare.ie
and my revenue.ie.
* Provide a written expert opinion on the adequacy of informed
verbal consent for assisting members of the public apply online for
Department of Social Protection administered payments and other
payments as administered by Government bodies.
* Provide a written opinion on the risks if any of supporting people
apply for services that require payments, inclusive of passport
applications, property tax payments, GNIP visa applications etc. Do
the Payment Card Industry Data Security Standard apply in this
circumstance.
* Provide the wording for any changes required for data protection
policies, notices and other documentation to ensure compliance with
data protection legislation and best practice in data governance

* The successful bidder will be expected to:

* Meet the Project Working Group at the outset to learn about the
proposed pilot.
* Seek clarifications as required from the Project Working Group and
present a first draft of items 1, 2 and 3 by **Apply on the

* The method statement should describe the proposed approach to
meeting the requirements of this tender. The method statement should
include the number of days it is estimated it will take to complete

individual or individuals who will be assigned to this work and
information to demonstrate that they have the level of knowledge and
depth of expertise to provide high quality services in relation to the

* The total cost for the provision of the services sought. Ther
price should be exclusive of VAT but the relevant rate of VAT should
be indicated. The price should be quoted in euro. A valid Tax
