INVITATION TO TENDER:
EVALUATION OF THE DRUG RELATED INTIMIDATION INITIATIVE

INTRODUCTION

Ana Liffey Drug Project, supported by the Dublin North East Inner City
Programme (DNEICP), invites tenders from suitably qualified
individuals/organisations to carry out an evaluation of the work of
the Drug Related Intimidation Initiative (DRII). Applicants should
have an understanding of the issue of drug related intimidation, as
well as a track record of evaluating community based projects.

BACKGROUND AND CONTEXT

Drug-related intimidation is recognised as a significant issue in
Ireland. In the context of the broader DNEICP, the subgroup on Crime
and Drugs has a specific mandate in relation to Drugs Related
Intimidation (DRI). In **Apply on the website**, the DNEICP issued a
tender for a project to work on the issue of drug related intimidation
in the context of Dublin?s North East Inner City. Ana Liffey Drug
Project was the successful tenderer and the Drug-Related Intimidation
Initiative was established in September **Apply on the website**, with
an initial project timeline of one year, set to conclude at the end of
August **Apply on the website**. The project has 1.5 FTE staff plus
administrative supports. The DRII has two strands to its work. First,
it acts as a contact point for people in the community who are
experiencing drug related intimidation, and provides signposting and
advice services to this group of people. Second, the DRII is tasked
with carrying out a piece of research on DRI in the North East Inner
City (NEIC), and will deliver its final report in August **Apply on
the website**. The DRII is operated and managed by Ana Liffey Drug
Project, and supported by a Steering Group comprising senior
representatives from statutory and community stakeholders. As it
approaches the end of its first year of operation, Ana Liffey Drug
Project now seeks an independent external evaluation of the
project?s work.

AIM

The aim of the evaluation is to provide an external review of the
DRII?s work to date. It is anticipated that this process will
comprise both desk work and interviews / engagements with key
stakeholders.

OBJECTIVES

The objectives of the evaluation are as follows:

* To design a methodology for the evaluation, which is in line with
existing good practice
* To assess the work of the DRII against its work plan and agreed
deliverables
* To produce a report on the work of the DRII

TIMELINE

REQUIREMENTS FOR SUBMISSION

length, and should address the following:

* An overview of the suitability of the applicant organisation /
individual for the role
* An outline of the proposed methodology and approach to the work
* An indicative timeline
* A breakdown of costs, both exclusive?_and_?inclusive of VAT.
* Contact details of two recent professional referees who can be
contacted if required

In addition, applicants should also submit:

* CVs of any key personnel who will work on the project
* A tax clearance certificate, or the details needed to generate one
from the online system
* A sample of written material
