INVITATION TO TENDER
FOR
DEVELOPMENT OF DFI STRATEGIC PLAN

INTRODUCTION

This tender is for the production of the DFI Strategic Plan.

DFI?s current Strategic Plan runs from **Apply on the website**.
Two-year Operational Plans are being used to implement this Strategic
Plan. Progress reports on the Operational Plans are produced every
four months.

The successful candidate will be charged with the development of a
Strategic Plan that builds on the above experience of implementing the
current Strategic Plan, the Memorandum and Articles of Association.

The objectives are to work with DFI to;

* develop a new Strategic Plan,
* consult with all stakeholders,
* identify a clear direction to enable DFI to progress work on its
mission,
* identify specific and measurable objectives for DFI to deliver on
during the period of the Strategic Plan.

This invitation to tender is influenced by the following context:

* Changes in disability and community and voluntary advocacy
landscape,
* UN CRPD implementation and its effects on services and on
disability organisations,
* Catherine Day Report & Dialogue Forum,
* Finance & Governance pressures on Member Organisations.

BACKGROUND

The Disability Federation of Ireland (DFI) represents the interests
and the expectations of people with disabilities to be fully included
in Irish society. It comprises of organisations that represent and
support people with disabilities and disabling conditions.

The vision of DFI is an Ireland where people with disabilities and
disabling conditions are fully included and enabled to reach their
full potential in the spirit of the United Nations Convention on the
Rights of Persons with Disabilities (UN CRPD).

membership, or as associates, of DFI. DFI also works with a growing
number of organisations and groups around the country that have a
significant disability interest, mainly from the statutory and
voluntary sectors. DFI works on the basis that disability is a
societal issue and so works with Government, and across the social and
economic strands and interests of society.

TENDERING PROCESS:

PROJECT TEAM

A small Project Team, drawn from key personnel, Board and others to
support the production of the Plan. Regular updates will be made
available to the CEO and Chair as required; the CEO and Chair will be
available to meet with the Consultant when necessary.

THE ROLE OF THE CONSULTANT WILL BE TO;

* review previous documentation / reviews / reports prepared for DFI
in support of its planning and organisational development,
* facilitate the planning sessions with the Project Team,
* deliver on the objectives,
* report to Project Management at agreed intervals,
* produce an Interim Progress Report within seven weeks of project
commencement.
* produce the new Strategic Plan final report within **Apply on the
website** weeks from project commencement.

PROJECT MANAGEMENT

The project will be overseen by the CEO and the Chair, and regular
updates will be provided to them as required. The Consultant will
report directly to the Deputy CEO.

KEY DELIVERABLES:

The Consultant will produce the Strategic Plan that will contain the
following information:

* Clear direction on how DFI can progress its mission over the
period,
* Identification of Specific and Measurable objectives over the
period of the plan.

TIMEFRAME:

The final date for completion of the report is expected to be by end

SUBMISSION DEADLINE

The deadline for receipt of submissions is 5PM ON WEDNESDAY 5TH
AUGUST. Tenders which are delivered late will NOT be considered.

called for interview.

TENDER REQUIREMENTS

Tenders should include the following:

* Cover letter specifying reasons for applying and highlighting
previous relevant experience,
* Curriculum Vitae of person/s applying, including two referees,
* An outline of skills, qualifications, and experience relevant to
the project,
* A work plan and proposed methodology to carry out the work
including a breakdown of days,
* A full budget breakdown including indication of hourly / day rate.

EVALUATION OF TENDERS

The contract will be awarded on the basis of the following criteria:

* Relevant skills, expertise and experience of the consultant,
* Knowledge and understanding of the disability sector,
* Excellent analytical and writing skills, and experience of writing
user friendly materials for the community and voluntary sector,
* Proven ability to develop and produce similar reports,
* The ability to complete the project within the agreed timeframe.

All information provided to the Disability Federation of Ireland in
response to this request will be treated in the strictest confidence.

CONDITIONS OF TENDER

The following conditions apply in respect of this tender:

* DFI reserves the right not to award a contract, in the event that
no proposal is deemed suitable.
* DFI will not be liable for any costs incurred in the preparation
of the tender.
* It will be a condition of the award of a contract that the
successful tenderer will produce a Tax Clearance Certificate or
equivalent from the Revenue Commissioners.
* Payment of all services covered by this invitation to tender will
be on the basis of the agreed contract price, completion of agreed
stages of the work plan and upon the submission of the appropriate
invoices.

* The payment schedule is as follows:
