INTRODUCTION

This tender is for the production of a Traveller Youth Participation
and Leadership Strategy for the Traveller community development
sector.

The Irish Traveller Movement (ITM) are seeking tenders from suitably
qualified individuals or organisations to develop this strategy in
partnership with ITM and stakeholders from national and local
Traveller organisations.

The successful candidate will be tasked with the development of a
Youth Strategy for the sector which addresses Traveller youth
participation, capacity building, empowerment and leadership across
the Traveller sector and national policy spaces. The development of
this strategy builds on the work of the National Traveller Youth
Forum, established by ITM in **Apply on the website**.

BACKGROUND

ITM is a national network of organisations and individuals working
within the Traveller community. Established in **Apply on the
website**, ITM has a membership of over forty local and national
Traveller organisations. Traveller and member-led, ITM bring together
Travellers and Traveller organisations to work collectively to develop
policies on issues faced by the community and represent Traveller
interests in national governmental and international human rights fora
to bring about greater equality for Travellers. We promote Traveller
participation and leadership locally and nationally, by developing and
sharing best practice, developing evidence-based research to inform
our work and building strategic alliances with all who are committed
to a fairer Irish Society.

national partners, coordinated a National Traveller Youth Forum, a
national platform for young Travellers. A series of regional and
national consultation and structured dialogue events were held in

young Travellers together to discuss their identity and the issues
that affect them as well as consulting with decision makers. The forum
involved an additional personal development and leadership initiative
whereby a youth committee was established which assisted in the
planning and leading of the events as well as engaging in capacity
building and personal development.

A key objective of the Youth Forum is to develop a national Strategy
with young people at its heart, which will provide a framework for the
national and local Traveller organisations. The strategy aims to drive
Traveller youth participation, capacity, and leadership development
not only within the Traveller sector but also within wider policy and
political fora. The strategy has support from national organisations
including Pavee Point, Involve Youth Services, Exchange House Ireland,
National Traveller Women?s Forum, and Minceirs Whidden.

TENDER OUTLINE

The Strategy should identify collective aims and measurable objectives
to enable ITM and partner Traveller organisations to progress work
with Traveller young people over the period of the Strategy (?5
years)

The objectives are to:

* Develop a Traveller Youth Participation and Leadership Strategy
with young people at its heart
* Engage and consult with key stakeholders in the Traveller sector
including young Travellers, the Youth Forum committee, and national
Traveller representatives
* Work in partnership with Traveller peer advisors throughout the
course of the project
* Utilise and adapt existing data and feedback from the Youth Forum

* Agree feasible objectives including a plan for training, focus on
targeted geographic areas, a political leadership element and a focus
on personal development and capacity building
* Identify key stakeholders committed to implementing the strategy

This invitation to tender is influenced by the following context:

* The need for youth participation and leadership in the
Traveller/NGO sector
* The absence of the youth voice in national, local and regional
Traveller and non-Traveller spaces
* Divestment in youth initiatives and infrastructure in the most
recent decade, leading to a lack of Traveller youth engagement and
capacity at a national, local and regional level

TENDER REQUIREMENTS

Applicants should have experience working from community development
principles and using collaborative approaches.

Tenders should include the following:

* Outline of previous work & CV of consultant, including contact
details of at least two referees in relation to recent pieces of
relevant work. These referees may be contacted as part of the tender
assessment process
* A proposed work plan, timeline and methodology to carry out the
work
* Proposed budget / detailed costs for this project (charges for VAT
to be shown separately)
* Tax compliance

EVALUATION OF TENDERS

The contract will be awarded on the basis of the following criteria:

* Relevant skills, expertise and experience of the consultant
* Knowledge and understanding of collective methodologies
* Excellent analytical and writing skills, and experience of writing
user friendly materials for the community and voluntary sector
* Proven ability to develop and produce similar reports
* The ability to complete the project within the agreed timeframe
and budget

applicant may form part of the tender award process if deemed

CONDITIONS OF TENDER

The following conditions apply in respect of this tender:

* ITM reserves the right not to award a contract, in the event that
no proposal is deemed suitable
* ITM will not be liable for any costs incurred in the preparation
of the tender
* Payment of all services covered by this invitation to tender will
be on the basis of the agreed contract price, completion of agreed
stages of the work plan and upon the submission of the appropriate
invoices
* The payment schedule is as follows:

* ITM will own the completed report
