TENDER FOR PROJECT CONSULTANT

TOWARDS A SHADOW REPORT BY THE DPO COALITION TO THE UN COMMITTEE ON
THE RIGHTS OF PERSONS WITH DISABILITIES IN RELATION TO THE UN CRPD

PROJECT OBJECTIVE:

The objective of this project is to facilitate and support the DPO
Coalition to prepare, develop and write their Shadow Report on the
implementation of the UN Convention on the Rights of Persons with
Disabilities in Ireland. The Shadow Report will identify and highlight
the barriers and issues of concern that prevent disabled people in
Ireland from enjoying their human rights.

This Shadow Report will be submitted to the United Nations Committee
on the Rights of Persons with Disabilities in **Apply on the
website**/**Apply on the website** as soon as possible after the Irish
government submit the official State report.

Specifically, the project seeks to capture the views and lived
experience of disabled people in Ireland; identify the extent to which
disabled people currently enjoy the fundamental human rights and
freedoms provided for in the CRPD: and to make recommendations for
government action to realise the rights and freedoms of disabled
people in the CRPD.

This project is funded by the Irish Human Rights Equality Commission
(IHREC) Access to Rights and Access to Justice Grants Scheme.

WHO IS THE DPO COALITION?

The DPO Coalition is committed to the human and social rights model of
disability. Membership of the DPO Coalition is open to all current
rights-based national DPOs in Ireland. The current members of the DPO
Coalition are:

* As I Am - Ireland's National Autism Advocacy Organisation.
* Independent Living Movement Ireland (ILMI)
* Irish Deaf Society (IDS)
* National Platform of Self Advocates ? Ireland?s only DPO run
by people with learning disabilities
* Voice of Vision Impairment (VVI)

PURPOSE:

In the role of project consultant and in preparation for the
submission of a DPO coalition shadow report to the Committee on the
Rights of People with Disabilities (CRPD) as part of its examination
of Ireland?s implementation of the Convention:

* To undertake desk research on how rights provided for in the
Convention have been given effect in Irish law, policy and practice
* To support the design of consultation materials for use with
community groups working alongside a consultation team
* To synthesise a stakeholder report from submissions and inputs to
the consultation process, producing a draft ?Shadow Report?
* To review the State Report and submissions to it, and incorporate
responses into the Shadow Report.
* Incorporate feedback from an expert review group for final report
to be submitted to the UN CRPD hearing process

SUCCESSFUL TENDER:

Applicants should demonstrate:

* Experience in collating Civil Society human rights reports, in
particular UN Shadow Reports;
* Familiarity with the laws and policies affecting the rights of
Disabled Persons, and the mechanisms by which rights are established
and vindicated in Ireland;
* Established expertise on the landscape of human rights in Ireland,
to address intersectional experiences of Disabled Persons
* Commitment to the self-advocacy of rights-holders and
capacity-building on awareness of guarantees, exercise and vindication
of rights.

BUDGET

It is estimated that this project will take **Apply on the website**

consultation materials, consultations and collating the final report.

PERIOD OF TENDER PROJECT:
