ABOUT CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG

Carlow County Development Partnership CLG was established in **Apply
on the website**, and is responsible for the strategic management and
delivery of a range of publicly funded economic and social development
programmes and initiatives to individuals, enterprises and communities
throughout Carlow Town and County.

This tender is funded under the Social Inclusion and Community
Activation Programme (SICAP) programme with the support of the Carlow
Local Community Development Committee (LCDC).

The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice. A key strand of the
SICAP programme in Carlow is to support youth at risk of early school
leaving to complete second-level education.

RESEARCH RATIONALE

COVID-**Apply on the website** has resulted in complex challenges for
second-level students, particularly those who are already
disadvantaged or are experiencing social exclusion. Our previous
research shows that Carlow has the lowest retention rate for Leaving
Certificate students in the country due to a range of factors. Carlow
County Development Partnership recognises that Covid-**Apply on the
website** has exacerbated many of the challenges facing youth at risk
of early school leaving. As a research-led organisation, Carlow County
Development Partnership CLG is committed to gaining a full
understanding of these challenges by obtaining insights and
experiences directly from young people, parents/guardian and from
those providing front line supports/services. The insights obtained
will serve to inform the enhancement, development and possible
reorientation of youth-focused actions and in particular, to support
young people to complete their second-level education in the context
of the Government?s ?Resilience and Recovery **Apply on the

THE ASSIGNMENT

The selected researcher (team or individual) will be required to
conduct primary research with youth, teachers, parents/guardians and
support agencies to:

* identify what the challenges and barriers are, including gaps in
service provision, to young people returning to and remaining in
education in the context of the Government?s ?Resilience and
Recovery **Apply on the website** ? **Apply on the website**: Plan
for Living with COVID-**Apply on the website**?;
* Identify good practices that are already in place that ought to be
further developed and / or mainstreamed; and
* Identify a range of youth-centred responses that could eliminate
or reduce the identified challenges and barriers, including addressing
identified gaps in service provision, having due cognisance of the
measures contained in the Government?s ?Resilience and Recovery
