CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG

Carlow County Development Partnership CLG was established in **Apply
on the website**, and is responsible for the strategic management and
delivery of a range of publicly funded economic and social development
programmes and initiatives to individuals, enterprises and communities
throughout Carlow Town and County.

This tender is funded under the Social Inclusion and Community
Activation Programme (SICAP) programme with the support of the Carlow
Local Community Development Committee (LCDC).

The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice.

A key strand of the SICAP programme, in Carlow, is to support people
unemployed to up-skill and build confidence a view to returning to
education and/or secure quality employment in accordance with their
career choices.

INTRODUCTION

COVID-**Apply on the website** has resulted in challenges for all of
society, but particularly so for people already experiencing levels of
disadvantage, including people who are unemployed. In light of the
Government?s response to COVID **Apply on the website**

Carlow County Development Partnership is committed to gaining a full
and timely understanding of how COVID **Apply on the website** has, is
and will impact on persons who are unemployed and are seeking further
education, training and/or employment. The insights obtained from the
research will serve to inform a strategic enhancement and possible
reorientation of our existing services for unemployed persons.

THE ASSIGNMENT

The selected researcher (individual or team) will be required to
conduct primary research with persons unemployed and front line
service providers to:

* identify what the challenges and barriers are and will be,
including gaps in service provision, to increasing the opportunities
for unemployed people in Carlow to secure employment in the context of
the Government?s ?Resilience and Recovery **Apply on the website**
? **Apply on the website**: Plan for Living with COVID-**Apply on
the website**?;
* identify any good practices that are already in place and that
ought to be further developed and / or mainstreamed;
* identify national and international service delivery models that
are highly effective and could be transferred to Carlow; and
* identify a range of person-centred responses that could eliminate
or reduce the above identified challenges and barriers, including
addressing identified gaps in service provision, having due cognisance
of the measures contained in the Government?s ?Resilience and
