Mid West Traveller Youth Mental Health Initiative: Request for Tender


PROJECT SUMMARY

The aim of the Mid West Traveller Youth Mental Health Initiative is to
promote and protect youth mental health by the creation of a Traveller
Youth Advisory Group (TYAG) across five hubs in the Midwest to guide
the development of a suite of bespoke communication materials to
protect and promote Traveller Youth mental health and wellbeing. A
Project Implementation Group oversees and guides the development and
implementation of the project.

KEY OBJECTIVES

* To create, develop and support a Traveller Youth Advisory Group
(TYAG) across five hubs in the Midwest, to guide the development of
the project and to build their capacity to drive and implement the
project.
* To create, publish and promote a suite of bespoke communication,
information and capacity building measures with the Traveller
community to support youth Traveller mental health and wellbeing with

* To reduce the stigma around engaging in mental health services for
Traveller young people in distress, aged **Apply on the website**
years, and to support them to engage with mental health services
* To develop a sustainable approach to Traveller youth mental health
engagement and empowerment that has the potential for replication and
transferability to other areas and for working on other issues with
Travellers.

PRINCIPLES UNDERPINNING THE PROJECT

This project utilises and builds on the following core values and
principles

improvements in social determinants of health

* CULTURE: is about values, norms and beliefs, and traditions and
about understanding and celebrating cultural difference.
* EMPOWERMENT: is about Travellers being able to influence decisions
and make informed choices.
* COMMUNITY: is about the collective and shared issues and
organising to achieve change in these.

INVITATION TO TENDER

PROJECT CONSULTANT ? TRAVELLER YOUTH MENTAL HEALTH PROJECT

The Traveller Youth Mental Health project is now in the final stage of
development. A Traveller Youth Advisory Group has been established and
a consultation completed across locations in the Mid West. A media
company has been appointed to the production of an agreed suite of
bespoke communication materials to protect and promote Traveller Youth
mental health and wellbeing. The materials will be co-designed and
co-produced in collaboration with the Traveller Youth Advisory Group
with sign off from the Project Implementation Committee.

The Project Consultant is required to;

* Re-engage with and support the Youth Advisers both individually and
in their hubs including establishing and facilitating digital
connectivity.
* Familiarise themselves with the consultation process and all of
the information and materials developed to date.

* Engage all Youth Advisers on the specific CHIME themes and
identified messages from the consultation process and support the
refinement of ideas to enable;

* the production and postproduction of 1 video or video animation of
broadcast quality,
* T-shirt design
* design and production of a Pod Cast style recording
* Development of information style Business Card.

* Liaise with the appointed media company in relation to the
production of the agreed suite of bespoke communication materials.
* Ensure that the Youth Advisers are centrally involved and that the
Traveller voice is at the forefront of the materials developed.
* Work with the Implementation Group and Traveller Youth Advisors
Group to develop, launch and promote the bespoke materials
* Develop a dissemination plan for the materials supporting the
engagement of the Traveller Youth Advisors in this process and liaise
with HSE Communications and Spunout with regard to dissemination of
materials
* Develop of a Portfolio for each Youth Adviser based on
achievements and competencies throughout the project (including
references)
* Document final stage of the project and complete final project
reports.

BUDGET

It is estimated that this project will take **Apply on the website**

TIMESCALE

It is envisaged that the work will be completed by February **Apply on

INTELLECTUAL PROPERTY

The ownership of all information and materials developed as part of
this project will reside with Limerick Youth Service and the Traveller
Health Unit.

REPORTING MECHANISM AND STRUCTURES

The appointed Consultant will be required to liaise with a nominated
liaison group attend meetings and give regular updates to the
Traveller Youth Advisor Group and the Project Implementation Committee
on an ongoing basis.

The appointed Contractor will be required to comply with the
following:

* Sign a contract with Limerick Youth Service (Contracting
Organisation) in advance of commencing the assignment.
* Deliver the assignment within the agreed prescribed time frame
contract period. Failure to comply with timeframes may result in
penalties being imposed in relation to the payment of fees
* Provide a guarantee in relation to the following insurance
requirements; Professional indemnity, Employers liability and Public
liability insurance.
* Be Garda Vetted
* All applicants must be tax registered with an up to date Tax
Clearance Certificate.

TENDERING PROCESS

_TENDER DOCUMENTS SUBMITTED SHOULD INCLUDE THE FOLLOWING:_

* Outline of previous work & CV of consultant, including contact
details of at least two referees
* A proposed work plan, timeline and methodology to carry out the
work
* Plan for project management and stakeholder engagement
* A sample of previous relevant work undertaken on behalf of client
organisations
* Evidence and detail of experience of similar projects undertaken
* A detailed breakdown of cost associated with conducting the work
including number of days required and a daily charge with a breakdown
of the individual elements. Fixed price cost including VAT where
applicable
* References
* Details of any other relevant information the applicant considers
appropriate

TENDER ASSESSMENT PROCEDURE

The Assessment Committee will review all tender applications received
and the review will be based on the following criteria:

* Demonstration that the tender applicant has the relevant skills
necessary in order to carry out this piece of work. Evidence of
previous experience of conducting similar pieces of work will be
required.
* General approach and methodology.
* Timing of activities for delivery and ability to deliver key
outputs on time and a demonstration the ability to effectively manage
and complete the contract within the agreed timeframe

CONFLICT OF INTEREST

Any conflict of interest involving the Contractor and Limerick Youth
Service (Contracting Partner) or Project Implementation Group member
organisations or staff or relatives must be fully disclosed in the
response to this Invitation to Tender.
