Independent Living Movement Ireland (ILMI): Invitation to Tender
ILMI is seeking to conduct research into the impact that forced
reliance on family carers has / has had on the quality of life, and
self-determination of disabled people. Nationally and internationally
there exists an abundance of research which explores the impact of
family caring on family members who provide care for disabled family
members. However, there is a significant absence of research
documenting the impact that reliance on family carers has on disabled
people. The purpose of this research is to enable disabled people to
share how the lack of independent living choices, resulting in a
reliance on family carers, has impacted on their lives. ILMI intends
to use the research findings to initiate a more holistic exploration
of the impact of family caring and to highlight the importance of
access to independent living for disabled people.

people to achieve Independent Living, choice and control over our
lives and full participation in society as equal citizens.

As a national representative Disabled Person?s Organisation (DPO),
ILMI promotes the philosophy of Independent Living and works to build
a truly inclusive society. Development of evidence-based social policy
is essential to achieving the key objectives in our Strategic Plan

barriers that prevent active equal participation of disabled people,
challenging the denial of people?s rights and the promotion of the
philosophy of Independent Living.

Living and all activities are aimed towards promoting: Independence,
Options, Rights and Empowerment.

OBJECTIVES OF THE RESEARCH

The objectives of the research are:

* Review and analyse national literature in relation to family
members providing care and supports for disabled family members and
specific references to the impact on disabled people?s lives.
* To create spaces for disabled people who rely on family members
for care and assistance to have their voices heard.
* To document the impact on disabled people themselves of having to
rely on family members for assistance.
* To ensure disabled people?s voices are central to any discussion
about care or the impact of caring on family dynamics.

TASKS

The researcher will undertake the following tasks:

* Desk research: a literature review of research on the family care
and specifically voices of disabled people in the family who rely on
family supports.
* Group discussions: Working with ILMI, create a series of Zoom
workshops with disabled people who are or have had to rely on family
to provide assistance and the impact on people?s lives.
* Individual interviews: following on from group discussions, work
with individual disabled people to further explore the impact of
having family members provide assistance both inside and outside of
the home.
* Deliver a research report which will document the findings from
the literature review, group discussions and one to one interviews.

TIMESCALE

The work should begin in December **Apply on the website** and be
completed over a four-month period. It is anticipated that the work
will be entirely completed by end of April **Apply on the website**.

OUTPUTS

The successful tender for the project will produce the following
reports:

* Monthly updates to the ILMI CEO.
* Initial literature review.
* Research rationale for group and individual discussions.
* Final report to ILMI.

METHODOLOGY

The successful tender will carry out an initial discussion with ILMI
(staff and board). From this a literature review will be carried out,
followed by an outline of research questions to explore the issue with
groups and individuals. The successful tenderer will facilitate a
number of Zoom discussions with disabled people in both groups and one
to one interviews. The findings of these interviews will be
incorporated into the final report.

BUDGET

It is estimated that the research will take no more than **Apply on

REQUIREMENTS

Tenders should demonstrate:

* Relevant research experience, an understanding or experience of
issues affecting disabled people.
* A proven commitment to human rights and equality.
* Proven experience of working with disabled people (or other
similar groups who have experienced social exclusion).
* Experience of qualitative research, including facilitating group
discussions and one to one interviews.
* Commitment to the values of the ILMI and the philosophy of
Independent Living.
* Evaluation and report writing experience.
* Experience that demonstrates ethical standards will be met
throughout the research process, and ensuring that data protection and
confidentiality provisions will be met.
