Waste Enforcement Manager
THE ROLE: WASTE ENFORCEMENT MANAGER

ROLE REQUIREMENTS AND RESPONSIBILITIES:

? Maintain and develop client relationships, including regular
meetings to review performance of the operation against KPIs agreed.

? Manage, train and develop staff in your day to day duties in a
fair manner and ensure all aspects of Health & Safety, employment
legislation, equal opportunities legislation, and industry standards
are adhered to and indeed exceeded.

? Responsibility for Human Resource Management including
recruitment, succession planning, performance management, disciplinary
proceedings and absence management.

? Motivate and maintain performance within the team, paying
particular attention to accountability, high / poor performance,
punctuality, attendance and working hours required to meet the
client&#**Apply on the website**;s needs.

? Maintain a high level of morale within the team, facilitate team
meetings effectively and record notes of same, hold regular status
meetings. Conduct effective performance evaluations and mentor those
with less experience. Approve team member&#**Apply on the website**;s
time and expenses in a conscientious and timely manner adhering to the
department&#**Apply on the website**;s budgets.

? Set objectives, co-ordinate training and undertake performance
reviews for the Team Leaders.

? Managing and correcting under-performance where it affects
customer service levels or revenue targets.

? Manage the skills matrix of Enforcement Officers and encourage
cross training and up- skilling of staff, ensuring training needs of
the team are met.

? Keep track of technical resolutions particularly of lessons
learned and share those lessons with team members and groups of
managers where appropriate.

? Support, advise, assist and direct the Officers on a day to day
basis as required to ensure successful delivery of compliance &
enforcement activities.

? Develop and implement work programs for client and employees.

? Develop environmental procedures, guidance, and policy documents.

? Review files going forward for legal prior to submission to the
client & attend meetings and court and make decisions on behalf of the
client.

? Represent the client at seminars and meetings.

? Make presentations on behalf of the client both in an
interdepartmental capacity as well as to external stakeholders.

? Liaise with various agencies such as the Garda S?och?na,
Environmental Protection Agency, Customs, Local Authorities, IMPEL,
other Competent Authorities in the European Union etc.

? Develop and support new opportunities to drive the strategic
growth of the organisation where possible.

? Meet financial objectives by forecasting requirements; preparing
and managing the annual budget; scheduling expenditures and manage
monthly invoicing for client billing.

? Flexibility to work on or assist with adhoc projects if required

ESSENTIAL SKILLS & EXPERIENCE:

? Demonstrate a thorough understanding of the powers and legal
requirements contained within the Waste Management Act **Apply on the
website** and associated regulations, the Waste Management (Shipments
of Waste) Regulations **Apply on the website** and Regulation (EC) No
**Apply on the website**/**Apply on the website** (Waste Shipment
Regulation), as well as DCC&#**Apply on the website**;s policies and
guidelines and applying such knowledge to ensure sound decision making
that supports the client&#**Apply on the website**;s statutory
obligations;

? High level of people management skills. Motivation, communication,
giving feedback and assisting and promoting a positive, collaborative
culture. Actively ensuring and promoting CE as a Great Place to Work.

? Teamwork - The ability to work on a collaborative basis with all
parts of the Certification Europe team will be a key skill
requirement. An ability to analyse, recommend & implement process
improvements both within the team and in other departments interacting
with the team.

? Proven leadership qualities and strong influencing skill.

? Strong interpersonal skills both internally and externally to
effectively manage stakeholder and customer contact.

? Comfortable with public speaking and presentations.

? Proven ability to allocate resources to meet customer needs. In
some cases, this will be in a very pressurised environment. A calm
demeanor when under pressure will be a key skill required.

? A passion for maintaining standards and driving a culture of
standards adherence are all key skills required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

? Degree in Environmental Sciences (or similar) NVQ Level 8 or
higher

? Enforcement of national and/or European legislation

? Knowledge of Waste Enforcement/Regulation within Ireland

? Full clean driver&#**Apply on the website**;s licence (min
category B)

? Project Management

? Fluent in written and oral English

? Excellent oral and written communication skills

? Excellent organisational skills and attention to detail

? Demonstrated ability to work effectively, both independently and
