INTRODUCTION

St. Andrews Resource Centre is inviting proposals from suitably
qualified individuals or organisation for the delivery of training
courses to long term unemployed clients who are seeking work in the
construction industry and related industries.

ST. ANDREWS RESOURCE CENTRE BACKGROUND

St. Andrews Resource Centre is located in Pearse Street Dublin 2 and
delivers services including Childcare, Youth Services, Employment
Services, Welfare rights and training.

OUR MISSION

The mission of St Andrew?s is to deliver high quality, creative and
holistic responses to the needs of families and individuals in the
community of Westland Row and City Quay and to others who avail of the
services, so as to enable them to live fulfilled and autonomous lives
with the highest possible levels of wellbeing - in terms of health,
employment, relationships, mental, social and spiritual development.

SERVICE REQUIRED

St. Andrews are seeking tenders to deliver the following service:

The recruitment, training and placement of long-term unemployed
clients into the construction industry. Interested companies should be
able to demonstrate an interest in working in a challenging and
changing environment and able to deliver to tight time scales.
Established relationships with construction industry companies are
essential along with the ability to advocate on behalf of the client
group. The location of the project will be in the Dublin Port.

The contract would be subject to funding being available. The proposal
submitted should include the following information:

* Detailed proposal for training course

The following should also be provided:

* Detailed background of the tendering Organisation.
* Three References from current customers
* Current Tax Clearance Certificate

DEADLINE FOR SUBMISSION OF PROPOSALS

Potential candidates are required to submit their proposal no later

EVALUATION AND ACCEPTANCE

St. Andrews Resource Centre will evaluate, rank and short list
proposals received. The principles of the most economically
advantageous tender (MEAT) and Value for Money (VFM) will be followed.

St. Andrews Resource Centre will evaluate the tender on the basis of

* Cost (MEAT,VFM)
* Quality of the service offered
* Experience of working with clients who are distant from the
workforce and experience with working in the not for profit sector.
* Capacity of the Company to meet St. Andrews Resource Centres
requirements
* Quality of the tender

Depending on number of applicants a shortlisting and interview
selection process may occur.

A final appointment is subject to the approval of the LES Management
Team and the evaluation group.
