ABOUT THE ROLE:

Family Carers Ireland wish to make the following appointment;

ROLE: Carer Supports Manager, Clare and North Tipperary

REPORTING TO: National Lead for Community Carer Supports

LOCATION: This role will initially be based from the successful
candidate?s home location as per Covid-**Apply on the website**
guidelines. Once it is allowable, the successful candidate will work
from Family Carers Ireland, 8 Tracklands Business Park, Tobarteascain,
Ennis, Co Clare.

CONTRACT DURATION: Fixed term contract up to December **Apply on the

HOURS PER WEEK: **Apply on the website** per week. The normal working
hours are 9 am to 5.**Apply on the website** pm (Monday to Thursday)
and 9 am to 5 pm (Friday). However, given the nature of the role,
flexibility will be required to provide support at evening time if
necessary.

The Carer Supports Manager (CSM) will enhance the wellbeing of family
carers through and beyond their care journey by delivering high
quality, appropriate, targeted supports based on the identified needs
of family carers using the agreed framework. Wellbeing is defined with
reference to the seven (7) areas of carer wellbeing outlined in the
Carers Outcome Star?. In addition to engaging in community
development, delivery of education and training, facilitation of
groups and carers clinics and delivering intensive individualised
supports for family carers, the role includes local centre management,
organisation of community fora and fundraising.

The CSM will be assigned to one of three self-organising
person-centred networks of CSMs. Each CSM will be expected to function
within their designated geographical area/CHO, within their specific
CSM network and also across networks depending on both demand for
support and activities assigned. The CSMs will provide support to
family carers of older persons primarily within their allocated CHO
and will be expert in one agreed topic in relation to supporting this
group of carers (e.g. rights and entitlements, aids appliances and
technology, generic care skills). The CSM will also develop an
expertise in supporting family carers associated with one agreed
specialist area (e.g. Parents of Children with Special Needs or Young
Carers) at network level and will work collaboratively with their
counterparts in the other two networks, who share their areas of
specialisation and feed into policy issues. The CSM will deliver
training on at least one core targeted programme and will also lead on
one administrative task/function for their network.

All CSMs will report to the National Lead for Community Carer Supports
and will engage in reflective practice, supervision and will be an
active member of their assigned network. CSMs will all be required to
deliver on agreed individual targets and network targets.

DUTIES & RESPONSIBILITIES:

The Carer Supports Manager will be responsible for the following
tasks:

EXPERTISE UNDERSTANDING THE NEEDS OF FAMILY CARERS

* The CSM will support family carers of older people in line with the
CSM competency framework. This includes having a knowledge about
rights and entitlements, respite services, homecare services, nursing
home services, day care services, generic care skills and other
community supports relevant to family carers and older people and how
to access them. The CSM should have a basic understanding of dementia,
strategies to support carers to cope with responsive behaviours
associated with cognitive decline and knowledge of programmes/services
to refer people for specialist advice and information
* The CSM will develop specialist knowledge and agreed area and act
as the expert in that area within their designated network.

PROGRAMME DELIVERY

* Determine the needs of family carers using the agreed triage
process and refer them to appropriate supports based on identified
need in line with agreed Policies, Procedures, Protocols and
Guidelines (PPPGs).
* Use the Support and Outcome Sequence to frame discussions with
family carers and support family carers to identify SMART actions to
enhance their wellbeing across all seven areas as outlined in the
Carers Outcome Star?.
* Use the Carers Outcome Star to conduct wellbeing reviews with
family carers who are identified as being at a high level of need or
risk and/or with family carers who require respite, advocacy or
counselling and conduct reviews in line with agreed PPPGs.
* Provide information, guidance, and emotional support to family
carers.

* Provide the following (in-person, online or by phone as
appropriate):

* Facilitation of the Caring with Confidence programme, delivery of
education/training in an agreed area of educational speciality; and
other training as identified based on carer?s/FCI?s needs;
* Run regular carer?s clinics to provide information, guidance and
support to family carers using the agreed support and outcome sequence
to frame the conversation and actions. Clinics may be facilitated by a
CSM independently or in partnership with other stakeholders;
* Moderate the online community forum;
* Provide opportunities for family carers to connect with peers who
share similar experiences through peer support groups;
* Develop a social programme for family carers facilitated by
volunteers;
* Organise quarterly social events for family carers;
* Organise fora for family carers and local community groups;
* Support family carers to complete applications relevant to schemes
and entitlements as appropriate;
* Promote the emergency scheme and support family carers to complete
an emergency care plan; and

* Act precisely and calmly when dealing with family carers in high
stress situations.
* Receive HSE referrals for respite, commission respite, track
respite hours and refer family carers to home services for respite
delivery.
* Maximise every opportunity to convert a contact to a carer and a
carer to a member.
* Conduct welcome calls for new members.
* Promote all activities and events for family carers on the
national activities and events calendar, local social media and in the
media.

CENTRE MANAGEMENT

* Manage the day to day operations of the assigned carer support
resource centre/s in line with organisational PPPGs and CSM Centre
Management Handbook.
* Ensure health and safety documents are up to date and publicised
as required.
* Recruit, train and supervise administrative support staff, scheme
participants and volunteers.

COMMUNITY DEVELOPMENT

* Develop and use knowledge of both formal and informal services and
supports offered internally and within the community, to aid family
carers to access appropriate supports and information to address their
needs.
* Provide talks, presentations or communications to the local
community about the work of FCI, the needs of family carers, ways to
engage with FCI (fundraising / volunteering / working with
us/partnerships) and the supports we offer.
* Organise a school?s network to support development of Young
Carers programme in FCI.
* Network with local politicians, counsellors, relevant agencies,
stakeholders and community groups to advance the mission of FCI and
enhance supports and advocacy efforts on behalf of family carers.

REPORTING

* Document on the CRM in real time, in so far as possible, all
inbound and outbound communications with family carers in a timely
manner.
* Adhere to all internal procedures in spending and controlling the
Organisation?s funds.
* Maintain records of contacts with family carers, engagements with
staff and other records required by the organisation as set out in
organisational policies, procedures and guidelines. This includes
proficient use of the CRM and Carers Star databases.
* Provide progress reports as required.
* Engage in activities to monitor / evaluate the service including
distribution of a survey of family carers using the services and
supports.
* Follow all organisation policies and procedures with respect to
reporting and engaging in the investigation of any safeguarding
issues, Children First compliance requirements or complaints.

FUNDRAISING

* Engage with the local community and funders to achieve or exceed
agreed annual fundraising target.

TEAMWORK

* Contribute to the development and functioning of the person-centred
network of CSMs by engaging in the team-based development process and
leading on one team-based admin function for the network.
* Work with other experts in other networks to engage in reflective
practice and case review, sharing expertise and knowledge.

PERFORMANCE MANAGEMENT

* Actively participate in supervision and performance review as
required;
* Carry out your position and responsibilities in line with our
organisation?s values, policies, procedures and processes, working
in a professional and efficient manner;
* Ask questions to clarify understanding of job expectations,
communications, projects and other workplace initiatives;
* Use effective time management to achieve the key performance
indicators (KPIs) of the role;
* Practice self-care and open communication to manage emotional
family carer conversations.

HEALTH SAFETY AND ENVIRONMENTAL

* Ensure the Organisation?s Health and Safety policy and procedures
are adhered to and carry out your roles and responsibilities as
detailed

POLICIES & PROCEDURES

* Adhere to the Organisation?s policies and procedures and agreed
quality systems.

OTHER DUTIES

* Undertake other duties as may be required and assigned by the
Organisation from time to time.

ROLE CRITERIA:

The successful candidate should possess the following qualifications,
skills and experience:

* QQI Level 7 qualification or higher is required in the area of
Social Care/Community Development/ Psychology/Train the
Trainer/Guidance /Counselling/Education;
* Previous experience providing support to families in a
community-based setting;
* At least two years? experience of working with carers and / or
working within an information provision service;
* Understanding of community development/public health approach;
* Experience delivering education / training;
* Knowledge of challenges facing carers;
* Knowledge of services and supports offered formally and informally
within the community services sector;
* Experience working with and responding to client?s individual
needs which may include advocacy;
* Experience negotiating with community-based organisations or
groups to maximise outcomes for clients;
* Experience using the Outcome Star or other assessment
methodologies;
* Ability to prioritise tasks and work within a dynamic environment;
* Excellent IT skills- mainly MS Word, Excel, Outlook, PowerPoint,
CRMs, Finance and HR reporting systems etc.;
* Experience and confidence using virtual technologies such as 3CX,
Zoom, Teams and videoconferencing platforms;
* Proven networking skills;
* Strong people management skills;
* Strong facilitation and presentation skills;
* Experience engaging in fundraising;
* Excellent communication skills, and the ability to establish
rapport with a diverse range of people;
* Demonstrated ability to work under pressure, make clear and quick
decisions and work with clients in distress;
* Effective time management;
* Ability to work both autonomously and collaboratively within a
team;
* Flexibility in attitude and approach to the job;
* Reflective approach to their work;
* A strong work ethic;
* Willingness to do some evening work when required; and
* Full drivers? licence, with access to car.
