Tallaght Drugs & Alcohol Task Force: Invitation to Tender

issues presenting as a result and how this has changed over time, in
recent years.
* The impact of crack cocaine and poly drug use on individuals,
families and communities, notwithstanding the delivery of relevant
services and supports.
* The demographic landscape and growth of the TDATF area (Tallaght &
Whitechurch) with a focus on population changes & deprivation
* The allocation of resources to TDATF, to tackle drug & alcohol
problems in Tallaght and Whitechurch, reflecting sustainability of
frontline community drug services & Task Force budgets, versus the
national drugs budget.
* The allocation of Garda resources within the TDATF area dedicated
to addressing the drugs problem in TDATF communities.

BACKGROUND

TALLAGHT DRUG & ALCOHOL TASK FORCE is at the forefront of an
integrated response to the impact of substance misuse on local
communities, families and individuals in the Tallaght and Whitechurch
area. TDATF was one of **Apply on the website** Local Drugs Task

effective response to the issue of problematic drug use in
communities. The role of Local Drugs Task Forces as set out in the
Governments current National Drugs Strategy (currently Reducing Harm
Supporting Recovery **Apply on the website** ? **Apply on the
website**) is to implement the National Drugs Strategy in the context
of the needs of the local area and strengthen community-based
responses in partnership with the community, voluntary, statutory and
political sectors.

TENDER BRIEF:

The culture of substance misuse within communities? changes over
time and with that, responses may need to be reprioritised or altered
and funded appropriately. The communities of TDATF have seen
significant changes in recent years with regard to drug & alcohol
misuse as well as population changes. TDATF have recognised for some
years now, the poly drug using culture within its communities of
Tallaght and Whitechurch. In recent years, we have seen a steady rise
in crack cocaine use in communities, which we know creates huge
challenges for service users, families, children and the wider
community. These trends are confirmed by the communities and addiction
services we work with as well as relevant data sources. Responses to
poly drug use and the related issues it presents are complex and
multifaceted. TDATF feels it is timely and necessary to research,
define and reflect on these changes and the responses required, with a
view to informing the formation of the TDATF strategy **Apply on the

IT IS ENVISAGED THAT THIS WORK WILL INVOLVE:

* Brief Literature review: TDATF annual reports, strategic plans,
reviews & any other relevant documents
* Consultation with key stakeholders, including but not limited to
task force members, frontline community drug workers, community
representatives.
* Analysis of relevant data including but not limited to census &
drug treatment statistics. The report should allow for **Apply on the
website** CSO data to be easily incorporated, once available.
* Assess the up-to-date social indices of the TDATF area.
* Analysis of the allocation of resources per capita to the TDATF
area compared to other areas.
* Assess Garda staffing in Tallaght / Whitechurch division compared
to other divisions in Dublin.
* Make practical and achievable recommendations in relation to
report findings.

CANDIDATE SPECIFICATION

We are seeking a qualified individual or organisation, capable of
demonstrating competence and experience in the following:

* Proven experience on similar projects
* Experience of producing high quality research for community or
non-profit sectors.
* Experience in mapping and needs analysis will be beneficial.
* Experience in managing complex multi stakeholder projects.
* Delivering on projects within an agreed timeframe
* Knowledge of the work / history of Local Drug & Alcohol Task
Forces, a distinct advantage

TIME FRAME:

We envisage that the final report will be completed by the end of

recommendations available to feed into budget **Apply on the
website**.

We are open to having conversations with interested parties as to how
such a timeframe can be meaningfully structured, maximising the
resources and time over the duration of the project.

REPORTING:

The person / or organisation will report to the TDATF Coordinator.

SUBMISSIONS:

Tenders are requested from appropriately qualified and experienced
individuals or organisations and should include all of the following:

* Details of qualifications and experience of all workers involved in
project.
* Details of previous work undertaken including relevant experience
and knowledge.
* Proposed process to meet the key objectives. This would include a
breakdown of days committed to project with clear description of
milestones with proposed dates including cost per day & per
consultant.
* Details of two referees
* Details of any current or recent piece of work of a similar
project.
* Any other relevant information in support of proposal.
* Tax Clearance
* Indemnified Insurance

CRITERIA

The decision to award this contract will be based on submissions
received from those who fulfil the criteria under the headings above

Any potential conflict of interest and/or loyalty must be clearly
stated in the submission.

A review group of TDATF will be responsible for the selection of the
appropriate person for this task. This may include an interview and a
presentation if deemed necessary for the selection of the best
candidate. They will look closely at:

* The candidate or organisation that best meets the candidate
specification.
* Overall quality and feasibility of the proposal.
* Cost and value for money.
* Skill, expertise and experience of the consultant.
* Ability to work within the required timeframe.

We are asking respondents to issue a quote, based on a cost of
